About this file
This is a Sources Sought Synopsis and Request for Information (RFI) issued by the Air Force, Amendment 0001, dated 10/28/2026, to clarify estimated quantity and delivery schedule for T-38 Accessory Drive Gearbox remanufacture. The Government seeks to determine the optimal acquisition strategy and is interested in responses from all small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns. The acquisition involves remanufacturing T-38 Accessory Drive Gearboxes (NSN: 1680-01-440-5106) under NAICS Code 1680, with five contract line items: Teardown, Test, and Evaluation (FFP); Baseline Remanufacture (FFP); Over and Above Unplanned Repairs (FFP/Pre-priced); First Article Testing (FFP); and Data Deliverables (NSP/FFP). The estimated quantity is 20 units, with delivery of initial production equipment (IPE) at three months after award, followed by five units per month until contract completion. Delivery is to Hill Air Force Base. Contract award is estimated for May 2027. All pricing terms are firm-fixed price (FFP) or non-schedule price (NSP).
Interested sources must possess an active DD Form 2345 (Military Critical Technical Data Agreement) registered with the Joint Certification Program (JCP) to receive the Government's technical data package and drawings. For small business set-asides under NAICS 336413, the prime contractor must perform at least 50 percent of the cost of manufacturing supplies, excluding material costs. The Government will provide unserviceable gearbox carcasses as Government Furnished Property under FAR Part 45. Responses must be received or postmarked by 11/27/2026 and directed to Brooks Poll at AFSC OL: H/PZACB, Hill AFB, UT. Respondents must provide company information, small business certifications, CAGE code, and address nine detailed questions addressing pricing methodologies for out-of-scope defects, supply chain mitigation strategies, property management systems compliant with FAR 52.245-1, First Article Test recommendations, annual remanufacturing capacity, and sourcing of critical safety items from Government-approved sources.

Questions from the Government to Industry:
1. For out-of-scope defects discovered during Teardown, Test, and Evaluation (TT&E):
What pricing methodologies (e.g., pre-priced standardized task catalogs, tiered wear brackets, negotiated labor-hour rates with fixed material markups) align with commercial best practices to maintain price discipline and avoid delivery delays?
2. Some parts may have long lead times and/or are only available from single or limited sources. Describe your mitigation strategies (such as safety stock, alternative source development, or advance procurement) to ensure schedule performance.
3. What specific contract structures, terms, or incentives should the Government consider alleviating supply chain constraints and promote timely delivery?
4. Describe your property management system compliant with FAR 52.245-1 for tracking, receiving inspection, physical security, storage, and scrap disposition of Government-Furnished Property (carcasses).
5. Is a First Article Test (FAT) recommended for this remanufacturing effort to prove process repeatability? If so, what is the estimated lead time to produce, test, and deliver the First Article, and what criteria should define a successful test? Does your facility currently possess a calibrated dynamic test bench capable of running full-load/speed acceptance testing on the T-38 gearbox, or would Government-provided test tooling and specialized test procedures be required?
6. What capacity of remanufactures could you complete within one year?
7. If you are a small business, would your company provide services of its own or would it provide services via another small business?
8. Discuss any concerns you may have with our requirement or how you would be able to provide the service.
9. As a Critical Safety Item all sub-components and parts must be obtained from the Government’s approved sources. Describe how you would obtain the parts needed to provide the required services.
