About this file
This is a Sources Sought Notice (market research synopsis) issued by the Department of the Air Force Materiel Command Air Force Sustainment Center for remanufacturing T-38 Accessory Drive Gearboxes (NSN: 1680-01-440-5106). The Government seeks to identify potential sources and determine the optimal acquisition strategy for this supply requirement under NAICS code 336413 (Aerospace Product and Parts Manufacturing), with a size standard of 1,250 employees.
The procurement encompasses four primary line items on a firm fixed price (FFP) basis: Teardown, Test, and Evaluation (CLIN 0001); Baseline Remanufacture/Major Overhaul (CLIN 0002); Over and Above Unplanned Repairs (CLIN 0003); and First Article Testing if required (CLIN 0004). Data deliverables including teardown condition reports and failure analyses are also required. The Government anticipates providing approximately 20 unserviceable gearbox carcasses as Government-Furnished Property over a one-year performance period, with estimated contract award in May 2027 and delivery to Hill Air Force Base. Responses must be received by November 27, 2026. All interested parties, particularly small businesses (including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned concerns), are encouraged to submit capability statements identifying their small business status, teaming arrangements, and relevant experience. For small business primes under the limitations on subcontracting clause, at least 50 percent of manufacturing costs (excluding materials) must be performed by the prime concern. Interested sources must possess an active DD Form 2345 (Military Critical Technical Data Agreement) and valid CAGE code to receive the required technical data package and drawings, which are subject to export control restrictions. The Government poses nine specific questions addressing pricing methodologies for out-of-scope defects, supply chain mitigation strategies, property management systems for Government-Furnished Property, First Article Test requirements and capabilities, annual remanufacturing capacity, and sourcing of critical safety item components from approved Government sources.

Questions from the Government to Industry:
1. For out-of-scope defects discovered during Teardown, Test, and Evaluation (TT&E): What pricing methodologies (e.g., pre-priced standardized task catalogs, tiered wear brackets, negotiated labor-hour rates with fixed material markups) align with commercial best practices to maintain price discipline and avoid delivery delays?
2. Some parts may have long lead times and/or are only available from single or limited sources. Describe your mitigation strategies (such as safety stock, alternative source development, or advance procurement) to ensure schedule performance.
3. What specific contract structures, terms, or incentives should the Government consider alleviating supply chain constraints and promote timely delivery?
4. Describe your property management system compliant with FAR 52.245-1 for tracking, receiving inspection, physical security, storage, and scrap disposition of Government-Furnished Property (carcasses).
5. Is a First Article Test (FAT) recommended for this remanufacturing effort to prove process repeatability? If so, what is the estimated lead time to produce, test, and deliver the First Article, and what criteria should define a successful test? Does your facility currently possess a calibrated dynamic test bench capable of running full-load/speed acceptance testing on the T-38 gearbox, or would Government-provided test tooling and specialized test procedures be required?
6. What capacity of remanufactures could you complete within one year?
7. If you are a small business, would your company provide services of its own or would it provide services via another small business?
8. Discuss any concerns you may have with our requirement or how you would be able to provide the service.
9. As a Critical Safety Item all sub-components and parts must be obtained from the Government’s approved sources. Describe how you would obtain the parts needed to provide the required services.
This notice is for market research purposes only and does not constitute a solicitation for proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Section 12 of the PWS is an alternate to the RQR.
Responses must be received or postmarked no later than close of business 11/27/2026.
