About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston seeks routine trash collection and disposal services for the Syracuse Military Entrance Processing Station (MEPS), with proposals due June 30, 2026. The procurement is set aside as a 100% Women-Owned Small Business (WOSB) acquisition.
Place of performance is Mattydale, NY 13211 (Hancock Field Air National Guard Base, 6001 East Molloy Road, Building 710, Syracuse, NY 13211-2100). The contractor must provide and maintain one 4-yard dumpster, perform scheduled weekly pickups on a designated day with 100% compliance, and provide on-demand overflow collection services acknowledged within one business day and completed within two business days of COR notification. Missed pickups must be completed within 24 hours or the Government pays only for services actually received. Dumpsters must be maintained in clean, safe, and serviceable condition with repairs or replacements required within three business days at no additional cost. Services are performed Monday through Friday, 7:30 a.m. to 4:30 p.m., excluding Federal holidays. The contractor must transport all waste using properly licensed vehicles to licensed facilities complying with Federal, State (NYSDEC), and local (Onondaga County Resource Recovery Agency) regulations. All contractor personnel requiring physical base access must comply with Hancock Field Air National Guard Base installation access control procedures and background screening requirements at contractor expense.
The contract is Firm Fixed Price with a one-year base period (August 1, 2026, through July 31, 2027) and four one-year option periods, plus one six-month extension option. Pricing must be submitted as a single consolidated monthly rate for routine collection and disposal (CLINs 0001, 1001, 2001, 3001, and 4001) plus separate per-occurrence pricing for overflow/on-demand pickups (CLINs 0002, 1002, 2002, 3002, and 4002). Two overflow pickups per period are estimated for evaluation only. Evaluation is based on price and past performance using government-wide databases (CPARS, SPRS, FAPIIS); past performance documentation is not required at submission. The NAICS code is 562111, Solid Waste Collection; the PSC code is S205, Housekeeping–Trash/Garbage Collection.
