About this file

This is Amendment 0001 to a Request for Quote (RFQ) for Syracuse MEPS Trash Collection & Disposal Services issued by the U.S. Army's Mission and Installation Contracting Command (MICC) Fort Knox, Kentucky. The amendment, effective June 18, 2026, extends the requirements RFQ W9124D26QA242 and provides Government responses to 27 questions posed during the open requirements period.

The contract requires weekly refuse collection and disposal services for one 4-yard trash container at Hancock Field Air National Guard Base in Syracuse, New York, with no separate recycling services required. The Government anticipates awarding a firm-fixed-price contract for the base period from August 1, 2026, through July 31, 2027, with four one-year option periods and one six-month option extension. Pricing must be submitted as a single consolidated rate per month (CLINs 0001, 1001, 2001, 3001, and 4001) incorporating both container rental and collection/disposal services, plus separate per-occurrence pricing for overflow/on-demand pickups (CLINs 0002, 1002, 2002, 3002, and 4002). The quantity of two overflow pickups listed is an estimate for evaluation only; additional services ordered will be invoiced at the established contract rate. Offerors must submit Standard Form 1449, completed pricing schedules, and any required fully-executed subcontractor agreements. Questions were required by June 15, 2026 at 10:00 a.m. Eastern Time; proposals must be submitted via email to the Contract Specialist and Contracting Officer no later than the deadline specified in the RFQ. The Government will evaluate proposals based on price and past performance using government-wide databases (CPARS, SPRS, FAPIIS), does not require past performance documentation at submission, and will not disclose its budget or Independent Government Cost Estimate. All contractor personnel requiring physical base access must comply with Hancock Field Air National Guard Base installation access control procedures and background screening requirements at contractor expense; no Government escorts are available for personnel lacking required credentials. The contractor must ensure compliance with all Federal, State, and local disposal regulations and utilize properly licensed facilities satisfying both New York State Department of Environmental Conservation (NYSDEC) and local Onondaga County Resource Recovery Agency (OCRRA) standards. The updated Performance Work Statement is dated June 18, 2026.

Questions 1 - 19 with the Government's Response

1. Q: Does this requirement have an incumbent or is this a brand-new requirement? If there is an incumbent can you please provide the contractor name and total contract award.

A: There is no formal incumbent contract for this requirement. The requiring activity is currently procuring these services via Government Purchase Card (GPC) micro-purchases through Waste Management. Therefore, there is no historical total contract award value to provide.

2. Q: Does the Government require landfill tickets, weight tickets, disposal manifests, or any other disposal documentation to be submitted as part of contract performance?

A: While routine submission of landfill tickets, weight tickets, or disposal manifests with every invoice is not required, the contractor must comply with all Federal, State, and local disposal regulations as stated in PWS Part 6. In accordance with PWS Paragraph 5.2.5.1, the Government reserves the right to request service records, including disposal documentation, at any time during the contract period to verify performance and ensure all waste is being disposed of at properly licensed facilities.

3. Q: For overflow or unscheduled pickups, are those services billed separately from the monthly contract price, or should they be included in the fixed monthly pricing?

A: Overflow/On-Demand pickups are priced and billed separately from the regular monthly service.

As shown in the solicitation's pricing schedule, CLIN 0002 (and the corresponding option year CLINs 1002, 2002, 3002, and 4002) is a separate line item for "Overflow/On-Demand Services" to be priced on a per-pickup ("Each") basis. Offerors must propose a separate, fixed price per overflow pickup. This price will be invoiced only when the Government orders an overflow service.

4. Q: Past performance submission. Paragraph 5 of the FAR 52.212-1 Addendum states that price and past performance will be reviewed to determine award; however, paragraph 2 does not list past performance information among the required quote documents. Should quoters submit past performance references with their quotes, and if so, how many and in what format? Will the Government also consider the relevant past performance of a proposed subcontractor performing the collection services?

A: Quoters are not required to submit past performance references, questionnaires, or volumes with their quotes. The Government will evaluate Past Performance utilizing existing Government-wide databases, such as the Contractor Performance Assessment Reporting System (CPARS), W9124D26QA2420001 the Supplier Performance Risk System (SPRS), and the Federal Awardee Performance and Integrity Information System (FAPIIS).

If a quoter intends to utilize a subcontractor for the collection services, the Government will consider the relevant past performance of the proposed subcontractor. To facilitate this, the quoter must clearly identify the proposed subcontractor in their quote by providing the subcontractor's Name, CAGE Code, and Unique Entity ID (UEI) so the Government can review their records in the aforementioned databases.

5. Q: Overflow/on-demand CLINs. For CLINs 0002, 1002, 2002, 3002, and 4002 (Overflow/On- Demand Services, Quantity 2 Each), please confirm: (1) whether the per-event unit price will be invoiced only for overflow pickups actually ordered by the COR; and (2) how overflow events beyond two per period would be handled. If available, can the Government share the approximate historical frequency of overflow pickups at Syracuse MEPS?

A: Yes, the per-event unit price for CLINs 0002, 1002, 2002, 3002, and 4002 will only be invoiced if the service is actually ordered by the Contracting Officer's Representative (COR) and successfully performed by the Contractor.

The quantity of two (2) occurrences listed in the solicitation is an estimate for evaluation and pricing purposes. If the Government requires more than two (2) overflow pickups during a contract period, the additional services will be ordered at the same established contract unit price via a modification or as authorized by the Contracting Officer.

Historical Data: There is no historical data or frequency available for overflow pickups, as this service was previously handled informally under government purchase card transactions.

6. Q: Container replacement timeline. PWS paragraph 5.2.1.2 requires dumpsters that do not meet requirements to be replaced within 30 calendar days of notification, while Technical Exhibit A requires repair, cleaning, or replacement of a non-functional or unsanitary container within 3 business days of COR notification. Which standard governs?

A: The 3-business-day standard in Technical Exhibit A governs. The Government's intent is that any dumpster or container determined to be non-functional, damaged, unsafe, or unsanitary must be repaired, cleaned, or replaced within three (3) business days of notification by the Contracting Officer's Representative (COR). PWS paragraph 5.2.1.2 is revised to align with the 3-business-day timeline.

7. Q: Subcontractor agreement at quote submission. Paragraph 2.c of the 52.212-1 Addendum requires one copy of any required subcontractor agreement, fully executed by both parties. Please confirm that a fully executed subcontract or teaming agreement expressly contingent upon award of this contract satisfies this requirement, and whether prime-subcontractor pricing may be redacted from the submitted copy.

A: Yes. A fully executed subcontract or teaming agreement that is expressly contingent upon the award of this contract satisfies the requirement in Paragraph 2.c. Offerors may redact internal prime- subcontractor pricing and financial terms from the submitted copy; however, the operational roles, responsibilities, and scope of work to be performed by the subcontractor must remain clearly visible.

8. Q: Background check timing. PWS paragraph 1.6.7 states that contractor personnel must have a basic background check at the time of proposal submission, while paragraph 1.6.7.3 provides for NCIC-III and Terrorist Screening Database screening through the installation access process.

Please confirm whether any evidence of completed background checks must be submitted with the quote, or whether completing installation screening prior to commencement of performance satisfies this requirement.

A: Evidence of background checks is not required at quote submission. The contractor is responsible for ensuring their personnel meet standard background requirements prior to performance. However, actual installation access and NCIC-III/TSDB screening will be conducted by Government security personnel during the pass/ID process after contract award, prior to the start of performance.

9. Q: CLINs 0002, 1002, 2002, 3002, and 4002 reflect a quantity of 2 for on-demand overflow pickup services per contract period. Please confirm whether this quantity of 2 represents an estimated amount used solely for evaluation and pricing purposes, or whether it constitutes a guaranteed minimum order. Additionally, please clarify whether the actual number of overflow pickups ordered during performance may exceed this quantity.

A: Please refer to the response provided for Question5. As noted in that response, the quantity of two (2) occurrences listed in the solicitation is an estimate for evaluation and pricing purposes, not a guaranteed minimum. The actual number of overflow pickups ordered during contract performance may exceed this estimate and will be billed at the established contract unit price.

10. Q: Per PWS Section 2.1.11, refuse includes garbage, ashes, debris, rubbish, and other similar waste materials, and explicitly excludes explosive or incendiary wastes, recyclable materials, hazardous waste, and contaminated waste from medical or radiological processes. Please confirm that the waste stream generated at this site falls strictly within this definition and that none of the excluded waste categories will be commingled in the service container at any time during the performance period.

A: The Government anticipates that the waste stream placed in the refuse container will consist of ordinary municipal solid waste generated through routine administrative and facility operations and is expected to fall within the definition of "refuse" provided in PWS Section 2.1.11.

The Government does not intend to place explosive or incendiary wastes, hazardous wastes, contaminated wastes from medical or radiological processes, or other excluded materials identified in the PWS into the refuse container serviced under this contract. However, the Government cannot guarantee that unauthorized disposal by individual occupants or visitors will never occur during contract performance.

Should the Contractor identify any suspected hazardous, prohibited, or non-conforming materials in a container, the Contractor shall immediately notify the COR and refrain from handling or transporting such materials until receiving direction from the Government. The Government will coordinate appropriate removal and disposal of any prohibited materials in accordance with applicable laws, regulations, and installation procedures.

11. Q: Please confirm the required number and size of containers for this contract -- specifically, whether one (1) 4-yard container is sufficient and whether a separate recycling container is required.

A: Confirmed. This requirement will only require (1) 4-yard trash container for refuse collection. No separate recycling container is required.

12. Q: For option year pricing, will the Wage Determination be updated at each option exercise, and how should offerors account for potential wage escalation when pricing option periods?

A: Yes, the Wage Determination will be updated prior to the exercise of each option year.

However, offerors must price their option periods using the current Wage Determination provided in the solicitation. Do not inflate option year prices to account for future wage escalation; any required wage increases will be addressed via modification at the time of option exercise pursuant to FAR 52.222-43.

13. Q: As this is a federal government contract, please confirm whether the contractor or its subcontractors are eligible for a New York State and/or local tax exemption on services rendered under this contract. If applicable, could the government please provide the relevant tax exemption certificate or documentation to be furnished to the service provider?

A: No tax exemption certificates will be provided by the Government. Offerors are independently responsible for determining their state and local tax obligations, including any potential exemptions for federal contractors or subcontractors, by consulting with the appropriate New York State tax authorities. Proposed firm-fixed prices must be fully burdened and include all applicable taxes.

14. Q: Is a background check required for all personnel associated with this contract, including administrative staff and weekly pickup drivers? If so, what type or level of background check is required?

A: Only contractor personnel requiring physical access to the installation to perform services under this contract are subject to background checks and installation access requirements. This typically includes drivers and any personnel entering the installation for contract performance.

Administrative or off-site personnel who do not require physical access to the installation are not subject to these screening requirements.

At this time, the Government does not require a specific federal personnel security clearance or suitability investigation as a condition of contract award. Contractor personnel shall comply with all installation access control procedures established by Hancock Field Air National Guard Base and applicable force protection requirements in effect at the time of performance.

The specific type and level of screening, credential verification, background vetting, vehicle inspection, or other access requirements is determined by installation security authorities and may change during the period of performance. The Contractor shall be responsible for ensuring its personnel meet all installation access requirements necessary to perform the contract.

15. Q: Is the cost of any required background check the responsibility of the contractor, or is it covered under the contract?

A: The Contractor shall be responsible for all costs associated with complying with installation access requirements necessary to perform this contract, including any personnel vetting, credentialing, background screening, identification documents, or administrative processing required by Hancock Field Air National Guard Base or other applicable installation authorities.

The Government will not separately reimburse the Contractor for costs associated with obtaining or maintaining installation access for contractor personnel. Offerors shall include all such costs in their proposed pricing.

If installation authorities require a specific background investigation or screening process beyond standard installation access procedures, the Contractor shall comply with those requirements at no additional cost to the Government.

16. Q: What is the process for initiating the background check -- is it submitted digitally or completed in person, and who is the point of contact to begin that process?

A: The Government's acquisition team does not administer or control the installation access vetting process for contractor personnel. Access requirements, application procedures, and vetting methods are established by Hancock Field Air National Guard Base installation authorities and are subject to change.

Following contract award, the COR will coordinate with the appropriate installation access office and provide the Contractor with current access procedures, forms, and applicable points of contact. Depending on installation security requirements at the time of performance, contractor personnel may be required to submit information electronically, in person, or through a combination of both methods.

The Contractor is responsible for prompting their personnel to submit required identification and vehicle registration information immediately upon receiving instructions from the COR to prevent any delays in starting performance.

17. Q: Will pickup drivers be required to obtain a base access credential or visitor pass to enter Hancock Field Air National Guard Base?

A: Contractor personnel, including pickup drivers, who require entry onto Hancock Field Air National Guard Base to perform services under this contract will be required to comply with all installation access control procedures in effect at the time of performance.

The specific form of access (e.g., recurring access credential, contractor badge, visitor pass, vehicle pass, or other installation-approved authorization) will be determined by installation security authorities. The Government cannot guarantee the type of credential or pass that will be required during the period of performance, as installation access procedures may change.

The Contractor shall be responsible for ensuring its personnel obtain and maintain all required installation access authorizations necessary to perform contract services. Failure of contractor personnel to obtain or maintain required installation access shall not relieve the Contractor of its contractual obligations.

18. Q: If a driver has not yet completed the credentialing process, would a government or military escort be available to accompany them while accessing the installation?

A: No, the Government does not guarantee the availability of Government or military escorts for contractor personnel who have not completed installation access requirements.

Contractors must not assume that escorted access will be available as a substitute for obtaining required installation credentials or access approvals. The Contractor is responsible for ensuring personnel obtain and maintain the access authorizations necessary to perform contract requirements in accordance with the performance schedule.

19. Q: What is the government's estimated annual dollar value or budget for this service?

A: The Government's budget and Independent Government Cost Estimate (IGCE) are considered procurement-sensitive information and will not be disclosed. Offerors are encouraged to propose their best, most competitive pricing based on the requirements outlined in the Performance Work Statement (PWS).

Questions 20 - 27 with the Government's Response

20. Q: Will a site visit be conducted to confirm dumpster placement, or will the COR provide coordinates in writing?

A: A formal pre-proposal site visit will not be conducted. Offerors must base their proposals on the installation details provided in the Performance Work Statement (PWS).

Following contract award, the Contracting Officer's Representative (COR) will coordinate directly with the successful Contractor to confirm the precise location and placement of the dumpster. The COR will provide written directions, maps, coordinates, or on-site coordination as necessary to ensure seamless service delivery.

21. Q: What is the formal process for initiating on-demand or overflow collection requests (e.g., email, telephone, or work order), and who is the designated point of contact?

A: On-demand (overflow) collection services will be requested by the Government only when operational requirements warrant pickups beyond the standard weekly schedule. These requests must be initiated by the designated Contracting Officer's Representative (COR) or an authorized Government representative identified in writing after contract award.

The primary method of notification will be via email. In urgent situations, email notifications may be supplemented by telephone communication. The Contractor shall not perform, nor bill for, any overflow collection services without receiving a direct, written request from an authorized Government representative.

Specific points of contact, including the COR and any alternates, will be officially provided to the successful Contractor immediately following contract award.

22. Q: What is the exact process and timeline for contractor and subcontractor employee base access badging and NCIC background check submissions through the Provost Marshal's Office?

A: The Government's acquisition team does not control or administer the installation access, badging, or National Crime Information Center (NCIC) background check vetting processes. These procedures are established and managed solely by the Hancock Field Air National Guard Base Security Forces and are subject to change without notice.

Consequently, the Government cannot guarantee specific processing timelines, administrative durations, or the exact forms that will be in effect at the time of performance. Immediately following contract award, the COR will coordinate with the Base Security Forces office to provide the successful Contractor with the most current access procedures, forms, and relevant points of contact.

The Contractor is solely responsible for ensuring its personnel (and any approved subcontractors) submit all required information promptly. The Government recommends allowing ample lead time for security processing, as any delays in obtaining base access will not relieve the Contractor of its obligation to perform services in accordance with the contract schedule.

23. Q: Are there any recycling or separate waste stream requirements, such as cardboard, that are expected but not explicitly stated in the PWS?

A: No. The Government does not require any recycling, source-separation, or special waste stream services beyond those explicitly identified in the PWS.

The scope of this contract is strictly limited to the collection and disposal of refuse as defined in PWS Section 2.1.11. The Contractor is not required to provide separate collection, recycling, sorting, or processing services for cardboard, paper, plastics, metals, or other recyclable materials under this contract.

Should installation policies or mission requirements change during contract performance, any additional recycling or waste stream requirements beyond the current scope of the contract will be addressed through a formal contract modification issued by the Contracting Officer.

24. Q: Is the contractor required to use a specific OCRRA-approved disposal facility, or is any state-licensed facility in compliance with NYSDEC regulations acceptable?

A: The Government does not mandate the use of a specific disposal facility. However, the Contractor is solely responsible for ensuring that all transportation and disposal of waste under this contract complies with all applicable federal, state, and local laws, regulations, and ordinances.

Because Hancock Field is located within Onondaga County, the Contractor must comply with all local Onondaga County Resource Recovery Agency (OCRRA) regulations, including any local waste flow control laws, in addition to New York State Department of Environmental Conservation (NYSDEC) requirements. The Contractor must utilize a properly licensed, permitted, and legally authorized facility that satisfies both state (NYSDEC) and local (OCRRA) compliance standards.

25. Q: Is the COR currently assigned and available for a coordination call within five business days of the contract award, per PWS Section 1.6.3?

A: The Government intends to designate a Contracting Officer's Representative (COR) prior to or upon contract award. The identity of the COR and any alternate COR(s) will be provided to the successful contractor through official Government correspondence.

The Government anticipates that the COR will be available to conduct the post-award coordination required by PWS Section 1.6.3 within five (5) business days after contract award. However, Government personnel availability may be affected by mission requirements, leave, training, or other unforeseen circumstances. If necessary, the Government will coordinate an alternate date or designate another authorized representative to ensure an effective transition to contract performance.

26. Q: Is the performance start date of August 1, 2026, subject to change based on the award timeline, and will the government provide transition time from the incumbent?

A: The Government's intent is for contract performance to begin on August 1, 2026. However, the actual performance start date may be adjusted based on the final contract award date and administrative processing timelines.

The Government does not anticipate a formal transition period, as these are routine commercial refuse collection services. Upon award, the Government will immediately provide the successful Contractor with the necessary installation access coordination and points of contact to facilitate commencing performance on the date identified in the award document. If administrative processing or base credentialing requires an adjustment to the start date, the Contracting Officer will coordinate a revised start date in writing.

27. Q: Will the government provide a standardized QASP document, or will surveillance be administered informally per Technical Exhibit A?

A: Quality assurance surveillance will be administered in accordance with the performance standards and surveillance methods identified in the Performance Work Statement (PWS) and Technical Exhibit A.

The Government will utilize an internal Quality Assurance Surveillance Plan (QASP) as a contract administration tool for the COR. The QASP is an internal Government document and does not impose any additional requirements, standards, or burdens on the Contractor beyond those already contractually established in the PWS and Technical Exhibit A.
