This solicitation posting is modified to include a list of companies who attended the NUWCDIVNPT Code 40 Industry Day held on January 23, 2018. The purpose of the event was to provide interested parties with techical information regarding the re-alignment of Code 40's contract portfolio, which included an overview of the Rapid Prototype Development requirement. This attachment includes both large and small businesses, and is provided to assist interested vendors in assembling teams. .

SYNOPSIS # N66604-18-R-1436
The Naval Undersea Warfare Center Division, Newport, RI (NUWCDIVNPT) Platform and Payload Integration Department, Code 40 has a requirement for the design, development, fabrication, testing, installation, analysis, documentation and delivery of rapid prototype solutions associated with Code 40 products, systems, subsystems, support equipment and associated capabilities outlined in the Statement of Work (SOW). These solutions are intended to allow Code 40 to develop a sufficient understanding of alternative solution sets that are deemed critical in providing improved performance, accelerated operational capability or response to an identified emergent threat. Prototypes shall be employed in performance demonstrations to assess their operational utility, explore and inform Concept of Operations development, mature technology, refine requirements and otherwise reduce the risk of current or anticipated capability gaps. A draft SOW is attached.
This procurement will be processed using FAR Part 15. The North American Industry Classification System (NAICS) for this requirement is 541330 with a size standard of $38.5 Million. This requirement will be solicited as unrestricted as concurred with by the NUWCDIVNPT Office for Small Business Programs. This is a new requirement; therefore there are no incumbent contractor(s).
The resultant contract(s) will be five-year Multiple-Award Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract(s) with Cost Plus Fixed Fee (CPFF) CLINs, Firm Fixed Price (FFP) CLINs, and Cost Reimbursement CLINs.
The SOW Section 2.1 contains six (6) prototype topics (2.1.1 through 2.1.6). Offerors may elect to submit a proposal for a single prototype topic or multiple prototype topics. There is no limit to the number of prototype topics offerors may submit proposals for.
Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website.
The Request for Proposal (RFP) and related files listed under solicitation number N66604-18-R-1436 will be issued electronically. Best Value evaluation factors will be released upon issue of the RFP anticipated for May 2018. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below. This is not an RFP. This notice shall not be construed as a promise to contract or commitment of any kind. This information is subject to modification and in no way binds the Government to award a contract. The Government is not responsible for any cost incurred by industry in responding to this notice.
