STATEMENT OF WORK

PLATFORM & PAYLOAD INTEGRATION DEPARTMENT

CODE 40

RAPID PROTOTYPE DEVELOPMENT

Naval Undersea Warfare Center Division

Newport, Rhode Island

1.0 BACKGROUND

The Platform and Payload Integration Department, Code 40, of the Naval Undersea

Warfare Center (NUWC) Division Newport is responsible for a full spectrum of engineering and research efforts pertaining to submarine, surface ship, and autonomous vehicle payload launch and recovery systems, and submarine-launched missile systems. Code 40 is involved in every aspect and every phase of the engineering life cycle as it applies to submarine and surface ship payload launch / recovery systems, and submarine-launched missile systems. Platforms include submarines, surface ships, and autonomous vehicles

2.0 SCOPE

The contractor shall design, develop, fabricate, test, install, analyze, document and deliver rapid prototype solutions associated with Code 40 products, systems, subsystems, support equipment and associated capabilities outlined in section 2.1. These solutions are intended to allow Code 40 to develop a sufficient understanding of alternative solution sets that are deemed critical in providing improved performance, accelerated operational capability or response to an identified emergent threat. Prototypes shall be employed in performance demonstrations to assess their operational utility, explore and inform Concept of Operations development, mature technology, refine requirements and otherwise reduce the risk of current or anticipated capability gaps.

2.1 PROTOTYPE TOPICS

2.1.1 Payload Launch / Retrieval Systems

This topic area includes the development of equipment and systems for launch and retrieval of payloads, autonomous vehicles, towed bodies, and measurement devices. Enhancements are needed to increase capability, improve safety, reduce required manning, improve control, improve reliability, improve manufacturability, reduce size, weight, and required power, reduce maintenance responsibilities, ensure compliance with applicable surv ivability requirements and reduce total ownership cost.

2.1.2 Payload Stowage / Handling Equipment and Payload Integration Systems

This topic area includes the development and modification of systems for shipping, stowage and handling of payloads, autonomous vehicles, towed bodies, and off-board payload integration systems. Enhancements are needed to increase capability, improve safety, reduce required manning, improve control, improve reliability, improve manufacturability, reduce size, weight, reduce maintenance responsibilities, ensure compliance with app licable survivability requirements, reduce unique interfaces to submarine systems, increase interoperability with onboard submarine systems, and reduce the unique maintenance requirements for fleet personnel.

2.1.3 Hatches, Trunks, and Closures Equipment

This topic area includes the development of equipment for hatches, trunks and closures for platform access. Enhancements are needed to increase capability, improve safety including

SUBSAFE, reduce required manning, improve control, improve reliability, improve manufacturability, reduce size, weight, ensure compliance with applicable survivability requirements and required power and reduce total ownership cost.

2.1.4 Payload Encapsulation Systems

This topic area includes the development of methods and equipment to encapsulate weapons and other payloads to interface with and enable operation from various environments, such as surface ship and submarine launching systems. This topic includes mechanical and electrical design, fabrication, integration, modification, testing, documentation, material analysis, safety, launch envelope analysis, and shock analysis/mitigation.

2.1.5 Simulators and Electronic Equipment

This topic area includes mechanical and electrical equipment, circuit cards, computers and software to simulate missiles, payloads, and their associated electrical and mechanical interfaces and properties. This topic includes the design, development, documentation, fabrication, modification, evaluation, and support of missile simulator equipment as well as any associated test and evaluation equipment. This effort includes any required material analysis, safety analysis, and shock analysis/mitigation. This topic area also includes the development of test and evaluation tools that improve the government’s ability to test, reconstruct, analyze, assess and evaluate payload launch and recovery systems, and submarine-launched missile systems. Prototypes may include data gathering systems, innovative mass storage techniques and real-time playback.

2.1.6 Cables, Coatings and Materials

This topic area includes the development and evaluation of alternate materials, coatings and manufacturing processes for inboard and outboard cables, connectors, and assemblies to improve reliability, conductor density, manufacturability, delivery times and reductions in total ownership costs. This topic includes improved potting for long-term deep submergence applications, new hose wall material or coatings to improve resistance against water saturation, ruggedize coating on cables to resist penetration, and to prevent damage when in contact with maintenance personnel. This topic area includes development and characterization of specialized, functional coatings, materials and polymers to protect hardware from corrosion and biofouling.

3.0 APPLICABLE DOCUMENTS

The specific version of applicable military specifications and standards that are listed in the issue of the Department of Defense Index of Specifications and Standards (DODISS), plus applicable industry standards, or any other program documents will be specified within the individual orders for performing specific tasks under contract.

The following specifications, standards, and handbooks form a part of this SOW to the extent cited herein or cited within specific orders. All reference documents may be used for guidance unless otherwise specified within the body of this SOW. Guidance documents may be used as an aid in identifying applicable topics to be addressed consistent with meeting the requirements of the program. The Contractor should propose alternatives to the specifications and standards cited herein if it would enhance system performance or cost effectiveness. Individual orders will specify applicable documents.

4.0 REQUIREMENTS

The contractor shall perform the tasks in section 4.0 in accordance with Task Orders (TOs) and Applicable Documents (Section 3.0) using Government Furnished Information (Section

6) for the prototype topics identified in Section 2.1. No work shall be performed outside the issuance of a task order (cleanup language).

4.0.1 General Requirements

Unless specified, Section 4.0.1 tasking is applicable to all tasks within Sections 4.1 – 4.5.

4.0.1.1 Program Management Reviews (PMR) and Technical Interchange Meetings (TIM)

The contractor shall participate in PMRs and TIMs, including technical reviews, to provide technical status. The Government will establish meeting schedule and the agenda. The contractor shall provide presentation materials one day prior to PMRs, TIMs, and technical reviews.

Deliverables: The contractor shall deliver Meeting Reports, including all meeting minutes and action items in accordance with CDRL A00B.

4.0.1.2 Technical Data Packages

As part of tasks 4.1, 4.2, 4.3 and 4.5, the contractor shall develop Technical Data Packages

(TDP) that define conceptual design, developmental prototype or limited production design, or the highest type of engineering drawing required for quantity production of the item or system. TDPs shall consist of one of three Levels: (1) Conceptual Level, (2) Developmental

Level, and (3) Production Level as defined by applicable document 3.2. Technical Data

Packages include all applicable technical data such as drawings, associated lists, specifications, standards, performance requirements, QA provisions, and packaging details.

The contractor shall provide Conceptual Level TDPs for tasks within section 4.1. The contractor shall provide Developmental Level TDPs for tasks within sections 4.2 and 4.3. The contractor shall provide Production Level TDPs for tasks within section 4.5.

Deliverables: The contractor shall deliver the Technical Data Package in accordance with

CDRL A002.

4.1 CONCEPTUAL DESIGN

4.1.1 Concept Design Analysis and Assessment Studies

The contractor shall perform engineering analysis, conceptual design studies, and assessment studies for prototype systems, system of systems, engineered material and electro-mechanical devices to meet system, operational and platform requirements defined in the individual orders. The contractor shall perform trade studies, technical investigations and reviews to compare the performance, cost and development time associated with the applicable prototype options. The contractor shall evaluate tradeoffs of various designs as a function of constraints and dependencies including performance metrics, environmental conditions, ergonomics, physical limits, complexity, material composition, structural integrity, hydrodynamic stability, special security and safety features associated with system operation, and compatibility with other proposed and existing systems, components, or devices. The contractor shall assess capability advantages and disadvantages, feasible alternatives, key assumptions, sensitivity to changes in variables and technology risk. The contractor shall document results of analysis and other findings in a report, draft computer aided design models and engineering drawings including conceptual designs and system layouts.

Deliverables: The contractor shall provide a detailed Technical Reports which include rationale for all findings and recommendations in accordance with CDRL A001. The contractor shall deliver Technical Data Package in accordance with CDRL A002.

4.1.2 Performance Predictions

The contractor shall predict characteristics of the prototype set(s) using mathematical formulations describing the dependency of a particular system parameter to various external stimuli and operating conditions. The contractor shall simulate candidate implementations using computer based modeling tools and numerical methods appropriate for the specific application as defined in the individual orders. The contractor shall derive metrics that form the basis of comparisons and trade-offs. The contractor shall evaluate these metrics quantitatively as a function of the applicable trade-space. The contractor shall organize the metrics in tabular or graphical form to facilitate side-by-side comparison against various design options. The contractor shall document results of analysis and other findings in a report.

Deliverables: The contractor shall deliver a Technical Report which includes rationale for all findings and recommendations in accordance with CDRL A001.

4.1.3 Analysis of Operation

The contractor shall conduct analyses of current and future operations and missions and make recommendations to develop new system or subsystem solutions. The contractor shall first take into account existing fielded systems as a baseline before recommending the development of a new system or subsystem. The contractor shall document results of analysis and other findings in a report.

Deliverables: The contractor shall provide a detailed Technical Report detailing all system or subsystem solutions considered and shall provide detailed rationale for selection of the recommended solution in accordance with CDRL A001.

4.1.4 Compatibility Analysis

The contractor shall conduct compatibility studies and prepare drawings of proposed prototype solution sets to demonstrate compatibility with platform systems and their interfaces. Compatibility studies shall include analyses necessary to evaluate the performance of payload/platform interfaces to identify potential problems and recommend and develop changes to both the platform or payload system and shipboard procedures to overcome any incompatibilities/problems identified including those associated with payload shipping, handling, stowage, deployment and recovery. The contractor shall document results of analysis and other findings in a report, draft computer aided design models and engineering drawings including conceptual designs and system layouts.

Deliverables: The contractor shall provide a detailed Technical Report including all findings and recommendations in accordance with CDRL A001. The contractor shall deliver the

Technical Data Package in accordance with CDRL A002.

4.1.5 Concept Specification Development and Review

The contractor shall document prototype solution set specifications taking into account operational, performance, interface, space, weight, cost, and schedule criteria. The contractor shall conduct design reviews to present conceptual prototype solutions, review performance against requirements, identify risks and concerns and validate design methods and approaches. The contractor shall prepare a design review package that presents the results of analysis, simulation, exploratory testing and other engineering activities. The contractor shall also make recommendations concerning proposed feasibility of specifications and their potential for successfully meeting design requirements.

Deliverables: The contractor shall provide a detailed Technical Report and include rationale for all findings and recommendations in accordance with CDRL A001. The contractor report shall detail the ability of the proposed prototype solution set to meet the Design Review Packages in accordance with CDRL item A003. The contractor shall deliver the Technical Data Package in accordance with CDRL item A002.

4.2 PROTOTYPE DESIGN, FABRICATION, INTEGRATION & TEST

4.2.1 Prototype Design and Development

The contractor shall design a prototype set or sets using information provided by the

Government or derived from Section 4.1 of this SOW. The contractor shall generate and document the functional and detailed design of all electrical, mechanical, software and human interface components. The contractor shall develop a tailored System Engineering

Plan (SEP) to document the prototype set development process which includes requirements allocation, risk management, configuration management, software integration, hardware integration and test and evaluation. The contractor shall map high level requirements to specific components of the prototype set. The contractors shall trade-off various design options and recommend an approach that best satisfies the Government requirements. The

Contractor shall perform engineering studies and prepare draft computer aided design models and engineering drawings including conceptual designs; system layouts, detail and assembly drawings; printed circuit board layouts; artwork, schematics, block and wiring diagrams; and associated lists that depict adaptation of proposed prototype solution set(s) onto applicable platforms, or adaptation of existing systems onto applicable platforms. The contractor shall provide detailed technical assessments, conduct compatibility studies and impact studies of the proposed solution set(s). The contractor shall document the attributes of the prototype design. The Contractor shall participate in technical reviews to assess requirements at key milestones and to assess the readiness to enter the next technical phase of effort. The contractor shall develop Technical Data Packages (TDP) to define prototype designs in accordance with paragraph 4.0.1.2.

Deliverables: The contractor shall deliver all Technical Reports in accordance with CDRL item A001. The contractor shall provide System Engineering Plans in accordance with CDRL

A004. The contractor report shall deliver all Design Review Packages in accordance with

CDRL item A003. The contractor shall deliver Technical Data Package in accordance with

CDRL A002.

4.2.1.1 Prototype Electrical Design

The contractor shall generate the design of electrical components including computer servers, network switches, circuit cards, programmable logic array firmware, other application specific integrated circuits (ASIC), commercial-off-the-shelf (COTS) or custom interfaces, data buses, power supply and distribution, current or voltage protection, analog filters, amplifiers, analog to digital conversion, control electronics, media converters, cable harnesses, connectors and/or other electrical subsystems. The contractor shall utilize computer aided design (CAD) tools to document the hardware architecture, layout electrical component schematics, circuit card floor plans, connector and cable pinout diagrams, network routing, power supply interfaces or other components. The contractor shall validate that the electrical component designs meet the stated requirements such as power limitations, latency, input/output control, interface standards, electro-magnetic interference

(EMI), other environmental requirements, and/or reliability.

item A001. The contractor shall deliver all Design Review Packages in accordance with A003. The contractor shall deliver the Technical Data Package in accordance with CDRL item A002.

4.2.1.2 Prototype Mechanical Design

The contractor shall generate the design of all mechanical components including equipment enclosures, mounting equipment, special fixtures and jigs, peculiar support equipment and attachment devices, handling equipment, electronic chassis, shock and vibration isolation mechanisms, noise isolation mechanisms, other environmental compatibility devices, hydrodynamic mitigation and drag reduction mechanisms, acoustic and non-acoustic sensors or transducers, acoustic or non-acoustic windows, and other material designs intended for operational compatibility, protection, personnel safety or reliability enhancement. The contractor shall use CAD tools to assess the functionality and compliance to requirements of multiple design options. The contractor shall validate that the mechanical components meet the stated requirements associated with physical constraints such as volume and weight, platform compatibility, sensor performance, interference with other systems, safety, ocean environmental impacts, and reliability under shock and vibration conditions applicable to the prototype set application.

4.2.1.3 Prototype Software Design

The contractor shall design the software and computer code to execute required functionality on all computers incorporated into the prototype set. The contractor shall create a software development plan that provides a build schedule, milestones for discrete levels of functionality and software test approaches. The contractor shall assemble a software development environment using commercial computers and third party application products to assist in the generation of computer code. The contractor shall describe the algorithm functionality, data flow, timing, memory management, and interface control planned for the software implementation. The contractor shall adhere to Government provided coding and implementation standards such as imbedded comment requirements, symbol formats, modularity, version identification, and configuration management.

4.2.1.4 Prototype Human-Machine Interfaces

The contractor shall design and document the interfaces between the system and human operators which include computer generated images (CGI) presented to a computer screen, other graphical user interfaces (GUI), other visual indicators, and manual controls such as push buttons, touch screens or track balls as defined by applicable document 3.7.

A003. The contractor shall deliver the Technical Data Package in accordance with CDRL item A002.

4.2.1.5 Prototype Software and Firmware Implementation

The contractor shall develop software and firmware that includes sensor acquisition, signal projector control, external digital interfaces, vessel control, signal processing, information processing, internal network data routing, data base management, real-time scheduling, performance monitoring, fault isolation, environmental measurement and control. The contractor shall implement software, firmware and computer code to execute required functionality on all computers incorporated into the prototype set. The contractor shall test software and firmware modules under isolated conditions before integrating into larger subsystems. The contractor shall integrate software and firmware on subsystems into a combined end-to-end system. The contractor shall include built-in test code such as embedded interface simulation, storage of intermediate results, or software breakpoints to facilitate unit and subsystem testing. The contractor shall include unique numerical identifiers into code files to support version control and configuration management. The contractor shall store the software and firmware on electronic media with a unique version identification label.

4.2.2 Prototype

The contractor shall build, test and deliver a prototype set or sets consisting of systems, systems of systems, engineered materials, electronic devices, electronic interfaces, mechanical devices, and support materials to sustain the equipment and facilitate operation during test, evaluation and demonstration. The contractor shall include ancillary hardware and special support equipment, software or other configuration items to operate the prototype set in its intended environment. The contractor shall provide unique test equipment, cables, connectors, attachments or other interfaces to connect all the various subsystems, components and devices within the prototype set and to external systems required for full functionality test and evaluation. The contractor shall provide instrumentation and data acquisition systems required for test, evaluation and operational demonstration of electrical, software, mechanical or HMI systems, subsystems, modules or devices that comprise the prototype set. The contractor shall include spares to support rapid fielding and operational demonstration timelines. The contractor shall build, test and deliver hardware consisting of electrical circuits, semiconductor devices, computer components, memory devices, custom wiring, electrical interfaces, mechanical enclosures, mechanical interfaces and human-machine interfaces. The contractor shall host software on computer subsystems to execute designed system functionality. The contractor shall provide custom electronic and mechanical components. The contractor shall include built-in test (BIT) capabilities and interfaces to support first article unit testing in a stand -alone environment in the completed assembly. The assembled prototype set shall exhibit the functionality and performance characteristics described in design documentation approved by the Government during design reviews. The contractor shall provide the prototype(s) accompanied by a Certificate of Compliance stating that the hardware, software and materials conform to all drawings, standards and specifications as identified in individual orders.

Deliverables: The contractor shall deliver the prototype(s) and related equipment. The contractor shall deliver all Technical Reports in accordance with CDRL item A001. The contractor shall deliver all Certificates of Compliance in accordance with CDRL item A00A;

and all Software Source Code in accordance with CDRL A005.

4.2.2.1 Design for Manufacturability

The contractor shall conduct a review of Government Furnished drawings and specifications, and provide recommendations on the design for manufacturability, reliability and maintainability. The contractor shall perform engineering studies and prepare draft computer aided design models and engineering drawings including conceptual designs; system layouts, detail and assembly drawings; printed circuit board layouts; artwork, schematics, block and wiring diagrams; and associated lists to further the design of the prototype.

item A001. The contractor shall deliver all Test Plans in accordance with CDRL item A008.

The contractor shall deliver all Design Review Packages in accordance with A003. The contractor shall deliver the Technical Data Package in accordance with CDRL item A002.

4.2.2.2 Prototype Fabrication

The contractor shall fabricate, build, test and deliver custom designed prototypes defined by Government Furnished drawings or performance specifications. The contractor shall fabricate and build prototypes and verify form, fit, and function of the prototype, to include fit checks on material. The contractor shall test the prototypes to verify that the design of all electrical, mechanical, software and human interface components meets the

Government Furnished drawings and specifications. The contractor shall provide all facilities, tooling, personnel, and materials to fabricate equipment and supplies.

Deliverables: The contractor shall deliver prototypes. The contractor shall deliver all

Technical Reports in accordance with CDRL item A001. The contractor shall deliver all

Test Plans in accordance with CDRL item A008. The contractor shall deliver all

Certificates of Compliance in accordance with CDRL item A00A.

4.2.2.3 Government Furnished Material/Equipment Modification

The contractor shall modify Government Furnished Material and Equipment as defined by

Government Furnished drawings or performance specifications. The contractor shall modify the GFM/GFE, fabricate a prototype and verify form, fit, and function of the prototype, to include fit checks on material. The contractor shall test the prototypes to verify that the design of all electrical, mechanical, software and human interface components meets the Government Furnished drawings and specifications. The contractor shall provide all facilities, tooling, personnel, and materials to fabricate equipment and supplies.

Deliverables: The contractor shall deliver modified Government Furnished Material and

Equipment. The contractor shall deliver all Technical Reports in accordance with CDRL item A001. The contractor shall deliver all Test Plans in accordance with CDRL item A008;

all Certificates of Compliance in accordance with CDRL item A00A.

4.2.3 Prototype Integration and Validation Testing

The contractor shall generate, update and maintain plans and procedures for integrating, testing and evaluating the end-to-end prototype set, its subsystems, modules, components and devices prior to operational demonstration. Using test acceptance criteria developed and provided by the Government, the contractor shall develop performance validation test

(PVT) procedures that describe methods / processes for validating limited functionality in a laboratory environment or land-based test facility that include worksheets, data collection procedures, outlines, resource definitions, test director guides, and personnel and equipment safety requirements. Prior to integration and validation test events, the contactor shall provide all planning documents such as PVT procedures, test plans, and test matrices for Government approval. The contractor shall conduct engineering analyses that investigate alternatives to designing a new test facility, modifying an existing test facility or employing Government facilities to support evaluation of the prototype set. The contractor shall recommend alternatives which take into consideration all loads, environmental considerations and interfaces, compliance with all security and safety requirements, and the method of test that minimizes cost to the Government. The contractor shall provide all hardware and equipment to support test execution, and shall transport material and other external subsystems required for validation to the designated test location. The contractor shall execute integration and validation tests according to the PVT procedures and document results for each test. The contractor shall keep a database of trouble reports categorized by priority. The contractor shall perform find-fix-repair activities of electronic components, mechanical components and software modules after failures are found during testing. The contractor shall deliver a test report describing the results of all performance validation testing, critical performance parameters measured, design changes, and the status of the system. The contractor shall deliver assembled prototype set hardware and software to the Government after passing acceptance criteria.

Deliverables: The contractor shall deliver test plans in accordance with CDRL A008. The contractor shall deliver all Technical Reports in accordance with CDRL item A001. The contractor shall deliver all Calculation Packages in accordance with CDRL A006. The contractor shall deliver all Technical Data Packages in accordance with CDRL item A002.

4.3 SHIP ALTERATION AND PROTOTYPE INSTALLATION

4.3.1 Shipboard Installation and Alteration Package Development

The contractor shall develop, update and maintain a Temporary Alteration (TEMPALT) or

Temporary Modification (TEMPMOD) data package that describes the approach planned for temporary installation of the prototype set on a commercial or military test platform. The

Technical Data Package (TDP) shall include mechanical and electrical drawings showing the equipment components and all cable interconnections mounted on the platform’s outer surface or within the platform in an equipment space, personnel and equipment safety requirements, detailed schematics, test requirements, shipping considerations, laydown plans, installation instructions and sequences and expected schedules. The contractor shall conduct ship checks to document the as-built configuration of shipboard equipment within individual platforms and compare the results to ship design drawings. The contractor shall document the results of the ship checks. The contractor shall develop engineering sketches and red line drawings of noted deviations between the as-built condition of the shipboard equipment and its interface to the prototype set. All sketches and red line drawings provided by the contractor shall clearly delineate all variations between applicable drawings and the actual hardware. The contractor shall ensure that connections between the prototype set and vessel equipment meet applicable safety codes and quality assurance standards. The contractor shall perform mathematical or computer-based modeling of mechanical forces from platform motion or nearby equipment interactions to verify that mounting configurations and vibration isolation mechanisms meet minimum standards and requirements. The contractor shall perform mathematical or computer-based modeling of electrical power loads and distribution interfaces to ensure that connections of the prototype set equipment to ship’s power resources fall within available resources and tolerances. The contractor shall generate risk assessments and system hazard reports (SHR) to support compliance with information assurance, personnel safety, weapons safety, electronic or mechanical interference, habitability, and other regulatory controls associated with installation on a specified platform type. The contractor shall deliver the TDP and all associated documentation to the Government in accordance with paragraph 4.0.1.2.

Deliverables: The contractor shall provide a detailed Technical Report in accordance with

CDRL A001. The contractor shall deliver Alteration Review Packages in accordance with

CDRL A007. The contractor shall deliver all Meeting Reports in accordance with CDRL item

A00B. The contractor shall deliver the Technical Data Package in accordance with CDRL

4.3.2 Prototype Installation

The contractor shall assemble and install the prototype set at shipyards, on submarin es, on surface ships, and aboard commercial ships on the platform’s outer surface or within the platform in a designated equipment space in preparation for in water demonstration. The contractor shall use materials and methods that promote operational rel iability and resistance to water induced corrosion. The contractor shall verify that the equipment is installed in accordance with installation drawings, alteration documents and alteration schematics according to design requirements specified in the TDP and is operating as defined in the system technical manuals. The contractor shall develop, update and maintain installation plans and procedures which include scheduling, equipment staging, and installation plans.

Deliverables: The contractor shall provide a detailed Technical Report in accordance with

CDRL A001. The contractor shall deliver all Meeting Reports in accordance with CDRL item

A00B. The contractor shall deliver Alteration Review Packages in accordance with CDRL

A007. The contractor shall deliver the Technical Data Package in accordance with CDRL

4.3.3 Systems Operation and Verification Test (SOVT)

The contractor shall perform a System Operation and Verification Test (SOVT) with the installed prototype set at the completion of the platform installation. Using test acceptance criteria developed and provided by the Government, the contractor shall verify that the installed prototype set is fully operational and interface requirements are met as defined in system technical manuals. Prior to test events, the contactor shall provide all planning documents such as SOVT plans and procedures, test matrices, and data collection procedures for Government approval. The contractor shall execute the tests described in the SOVT, either dockside or while underway on the platform, and update and maintain installation and checkout test plans and procedures and data retrieval systems throughout the test and evaluation of the prototype set. The contractor shall document results of tests in a formal report that identifies the system performance requirements, standards, tolerances met by the prototype set, and problems encountered.

Deliverables: The contractor shall deliver all Test Plans and Procedures in accordance with

CDRL item A008. The contractor shall deliver all Technical Reports in accordance with

CDRL item A001. The contractor shall deliver Alteration Review Packages in accordance with CDRL A007.

4.4 TEST AND EVALUATION

4.4.1 Test and Evaluation Planning

Using test acceptance criteria developed and provided by the Government, the contractor shall develop, update and maintain plans and procedures to test and evaluate performance requirements of a prototype set after installation on the test platform . The contractor shall develop plans that address test objectives, performance metrics, platform requirements, personnel requirements, training, platform geometries, location options, equipment staging, timeline recommendations, actions to prevent mutual interference (PMI), safety requirements, environmental impact constraints, data recording and logging requirements, security restrictions, and information assurance restrictions. Prior to test events, the contactor shall provide all planning documents such as test plans and procedures, test matrices, and data collection procedures for Government approval. The contractor shall include modeling of the sensor environment, simulation of test geometries and platform scenarios. The contractor shall assess safety hazards and develop mitigation plans, prepare documentation to support approval from applicable environmental compliance boards, and verify feasibility of data recording methods.

Deliverables: The contractor shall deliver Test Plans and Procedures in accordance with

CDRL A008.

4.4.2 Preparation for Testing

The contractor shall make all preparations needed to execute test evolutions with the prototype set in a water, land or air environment. The contractor shall perform upgrades, overhauls or tune-ups of test vehicles and equipment deployment apparatus to support in-water testing for the required test duration. The contractor shall make repairs to the prototype set equipment in accordance with test objectives prior to use of the equipment for repeated test trials. The contractor shall prepare and deliver materials to support training of personnel assigned to testing regarding proper operation of test equipment, safety procedures and operation of the prototype set equipment prior to testing. The contractor shall package equipment for shipping and arrange for transport of equipment to the test sites and staging areas. The contractor shall prepare a report detailing the special or unique test and support equipment developed, repairs and upgrades performed, and other preparations completed prior to executing a test.

Deliverables: The contractor shall deliver Technical Reports in accordance with CDRL A001.

4.4.3 Test Execution

The contractor shall perform the test and evaluation identified in the test plan to demonstrate, evaluate, verify and validate performance of the prototype set. The contractor shall travel to the test site, board the assigned test platforms, communicate test objectives with platform commanders or controllers, support execution of test geometries, operate equipment associated with the test, collect and organize data, summarize results in written form, and package data for transport. The contractor shall notify the Government prior to the conduct of any test. The contractor shall document the test event and provide the Government a test event report including a summary of accomplishments, notable issues and any problems encountered.

Deliverables: The contractor shall deliver Test Reports in accordance with CDRL A009.

4.4.4 Post Test Analysis

The contractor shall perform analysis and technical investigations of data collected during operation testing of the prototype set for the purpose of assessing system performance relative to test objectives and system technical requirements. The contractor shall generate time-space reconstruction parameters associated with test execution using recorded navigation data from the systems. The contractor shall use mathematical models and computer simulation tools to assess expected performance characteristics of the prototype set given the reconstructed environmental and positional conditions present during test execution. The contractor shall determine the root cause, generate alternative solutions, and produce recommended courses of action for observations that fail to meet expected performance requirements. The contractor shall compare test data with system performance requirements and document findings. The contractor shall prepare and deliver a test report describing work performed, tests conducted, investigations completed, and conclusions drawn from post-test analysis tasking.

Deliverables: The contractor shall deliver Test Reports in accordance with CDRL A009.

4.5 TRANSITION TO PRODUCTION

The contractor shall develop design documents for the prototype set that describe a product baseline compatible with production level TDP as described in applicable document 3.2.

These documents shall include descriptions of candidate production system architecture, identification of parts, mechanical drawings, electrical schematics, software functional flow, computer network architecture, and operator-machine interfaces. The contractor shall provide an upgraded design document that addresses issues associated with parts obsolescence, environmental qualification testing, immunity to external noise sources, long term endurance and reliability, safety, and information assurance qualifications. Technical

Data Packages (TDP) shall define production designs in accordance with paragraph 4.0.1.2.

item A001; and all Calculation Packages in accordance with CDRL A006. The contractor shall deliver the Technical Data Package in accordance with CDRL item A002.

5.0 MONTHLY PROGRESS REPORTS

The contractor shall deliver monthly cost and performance reports in accordance with the basic contract Clause C16 COST AND PERFORMANCE REPORTING (SEP 2012).

6.0 GOVERNMENT FURNISHED INFORMATION (GFI)

Government Furnished Information (GFI) will be addressed in individual orders.

7.0 QUALITY SURVEILLANCE & PERFORMANCE STANDARDS

The Government will conduct quality surveillance via various methods including formal and informal meetings, review of technical reports, review of monthly progress reports, and review of deliverables.

Contractor performance will be evaluated in the areas of technical quality, responsiveness, timeliness and cost. Responsiveness will be evaluated based upon the Government’s experience interacting with the contractor during performance. Timeliness will be evaluated based on the contractor’s ability to meet CDRL schedules with minimal variance.

Cost will be evaluated based upon the contactor’s ability to manage to the negotiated costs.
