About this opportunity
The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) is preparing to solicit bids for hand-operated drum winches for Battalion Counter Mine Systems. The procurement involves two specific National Stock Number (NSN) winch configurations, with production quantities of 48 and 66 units respectively. Potential bidders must have a current DD Form 2345 - Militarily Critical Technical Data Agreement on file and certified with the Defense Logistics Information Service, which requires a processing time of 6-10 weeks. Access to the Technical Data Packages (TDPs) is limited to Department of Defense and U.S. DoD contractors, with distribution code "D" restrictions. The Invitation for Bid (IFB) will be issued electronically through the System for Award Management (SAM) website, and vendors are responsible for obtaining all amendments independently.
The contract will be a total small business set-aside with a firm-fixed-price structure. Each NSN configuration allows for an option quantity of up to 100% additional units beyond the initial production quantity. The specific NAICS category for this procurement is 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing), with a Product Service Code (PSC) of 3950 for winches, hoists, cranes, and derricks. While no specific award value is mentioned, the procurement involves 48 and 66 units of specialized winch equipment for military counter-mine systems. Interested vendors must proactively monitor the SAM website for the IFB and subsequent amendments, with failure to obtain and respond to amendments potentially resulting in bid rejection.

It is neither a request for competitive bids/proposals nor a solicitation of offers. The Government does not intend to award a contract on the basis of this notice. The content of any future IFB shall take precedence over all information contained herein.
