About this opportunity
The U.S. Army Engineering and Support Center, Huntsville seeks to award multiple Indefinite Delivery/Indefinite Quantity contracts to provide worldwide support for the procurement, installation, maintenance and operation of Utility Monitoring and Control Systems. Services include developing installation plans, providing hardware and software, system testing, facility modifications, electronic security, data transmission equipment installation, system documentation, training, warranties, and as-built drawings. Proposals are due by July 8, 2019 and the contracts will utilize full and open competition with a small business reserve.
There is no set-aside designation. The solicitation involves NAICS codes 541330, 541511, 541512 and PSC codes R408, R425, R704. The estimated maximum contract value is $2.1 billion over a seven year base period and three one-year options. Performance will occur at locations worldwide. The period of performance consists of a 48 month base period and three 12-month option periods.

This is a synopsis for Utility Monitoring and Control Systems (UMCS) Fifth Generation (V).
The contractor shall provide all personnel, equipment tools, materials supervision, and other items and non-personal services necessary to provide the Procurement and Installation (P & I) of and/or the Maintenance and Service (M & S) of Industrial Control Systems (ICS) including but not limited to: Utility Monitoring and Control Systems (UMCS), Heating, Ventilation and Air Conditioning (HVAC) systems to include chiller/boiler systems installation and/or integration, Supervisory Control and Data Acquisition (SCADA) Systems, Fire Alarm Systems (FAS), life safety systems, other automated control systems including chemical / biological / radiological contaminant detection / filtration / response, utilities (electric/ gas/ water/ steam) metering, Electronic Security Systems (ESS), and security and/or force protection measures such as, but not limited to, barriers, fencing, gates, window treatments, hardening, and lighting.
The Government intends on awarding a IDIQ MATOC. The Government intends to release the Solicitation on or around 9 July 2019..
