Pre-Solicitation Synopsis Utility Monitoring and Control Systems (UMCS) Program

RFP# W912DY-17-R-0014,

NAICS 541512 – Facilities Support Services

Size Standard: $27M

This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued on or about 09 July 2019.

The U.S. Army Engineering and Support Center, Huntsville (CEHNC) intends to solicit proposals in support of the Utility Monitoring and Control Systems (UMCS) Program under solicitation W912DY-17-R-0014. In order to accomplish this mission, CEHNC proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts.

The CEHNC provides worldwide support for the procurement and installation of UMCS to include Heating, Ventilation, and Air Conditioning (HVAC), chiller/boiler systems installation and/or integration, Supervisory Control and Data Acquisition (SCADA) systems, and other Automated Control Systems (ACS) including Fire Alarm Systems (FAS), life safety control systems, chemical/biological/radiological contaminant detection/filtration/response, utility (electric, gas, water) metering and Electronic Security Systems (ESS) worldwide. Services include, but are not limited to:

a) Developing equipment installation plans;

b) Providing building level hardware and software;

c) System testing and check-out;

d) Performing facility modification and construction required to support equipment installation;

e) Providing electronic security and force protection measures;

f) Interfacing with and installing new building level data transmission equipment;

g) Determining compatibility of new equipment with existing systems;

h) Preparing system and component documentation;

i) Providing operation and maintenance manuals;

j) Providing training;

k) Warranting systems;

l) Maintaining and servicing systems;

m) Operating and monitoring systems;

n) Preparing after action and other reports; and

o) Providing as-built installation drawings.

UMCS services are required to support Department of Defense (DoD) facilities throughout the Continental United States, Alaska, Hawaii, and US Territories and possessions, as well as Afghanistan, Belgium, Germany, Italy, Iraq, Japan, Kuwait, Malaysia, Poland, Qatar, Romania, South Korea, and United Kingdom.

This solicitation will be full and open competition (Unrestricted), with a Small Business Reserve. The Government intends to make an award to each and all qualifying offerors in accordance with Class Deviation 2018-O0006.

The ordering period will consist of a base ordering period of forty-eight (48) months and three (3) twelve (12) months optional ordering periods. The estimated maximum contract amount for the Unrestricted Suite and Small Business Reserve is $2,100,000,000.00 over a period of seven years (if the options are exercised).

Under each contract, Task Orders will be awarded as Firm Fixed Price.
