About this opportunity

The United States Special Operations Command is seeking to procure Symantec anti-virus software for 550 computers serving the U.S. Marine Corps Forces, Special Operations Command (MARFORSOC) in Sneads Ferry, North Carolina. This is structured as a "brand name or equal" requirement under FAR 52.211-6, though supporting documentation indicates this is effectively a sole-source procurement due to operational integration requirements and the substantial costs associated with switching from the existing Symantec infrastructure. The government intends to award a Firm Fixed Price purchase order to the successful quoter, with evaluation based on the ability to meet required specifications, delivery capabilities, and cost considerations. Quotes must demonstrate conformance to specifications and include comprehensive pricing and delivery dates for all items. The solicitation was posted on July 28, 2025, with responses due by August 1, 2025, providing vendors with an extremely limited four-day response window.

This opportunity is designated as a Total Small Business set-aside, restricting participation to qualified small business concerns. The procurement covers anti-virus software licensing for 550 computers, with the supporting Determination and Findings document revealing that MARFORSOC currently operates nearly 500 computers with existing Symantec installations. The justification emphasizes that switching providers would require substantial labor costs for manual software removal, create potential security gaps for deployed units, and necessitate creating new system images with alternative software. Performance will occur in Sneads Ferry, North Carolina, serving the specialized cybersecurity needs of special operations forces. While no specific contract value is disclosed in the solicitation materials, the scope involves enterprise-level anti-virus licensing for a significant computer fleet supporting critical military operations.
