About this opportunity

The Department of the Air Force Materiel Command Test Center seeks two complete Short-Wave Infrared camera systems for radiometric analysis and real-time laser tracking, with quotes due August 10, 2026. The procurement is a 100% total small business set-aside, restricting competition to entities meeting the small business definition.

Place of performance is Edwards AFB, California. The 412th Test Wing requires InGaAs focal plane array sensors with spectral sensitivity from 0.9 to 1.7 micrometers, minimum 640 x 512 pixel resolution, integrated thermoelectric cooling, frame rates of 100 fps or higher, and external hardware triggers with adjustable integration times for laser synchronization. Each system must include two SWIR-optimized C-Mount lenses (50mm and 100mm focal lengths) and four premium bandpass optical filters tuned to 1064 nm and 1570 nm. Deliverables include modern GigE Vision digital interface, software drivers compatible with Windows 10 and Windows 11, and a Software Development Kit supporting C++, C#, and Python. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6650, Optical Instruments, Test Equipment, Components and Accessories.

The contract will be Firm-Fixed-Price with FOB Destination delivery and a standard manufacturer's commercial warranty of minimum 12 months covering hardware defects and sensor calibration. Award will proceed on a Streamlined Best Value/Tradeoff basis, with Technical Capability and Price weighted approximately equally. The Government reserves the right to award to other than the lowest-priced offeror if technical superiority warrants the additional cost. Offerors must submit a completed solicitation document, detailed technical specification sheet, proof of authorized reseller or distributor status from the original equipment manufacturer, and a completed Buy American Certificate.
