About this file
This is a Technical Specifications/Statement of Need document for a SWIR Camera Modernization requirement issued by the 412th Test Wing at Edwards Air Force Base, California. The Government seeks two complete Short-Wave Infrared (SWIR) camera systems for the Radiometric Analysis and Measurement System (RAMS), which will be used for real-time daytime tracking, spatial beam profiling, and radiometric scoring of lasers against high-desert solar backgrounds. The requirement is structured as a 100% small business set-aside with award on a Streamlined Best Value/Tradeoff basis, where Technical Capability and Price are weighted approximately equally.
The minimum technical requirements specify InGaAs focal plane array sensors with spectral sensitivity from 0.9 to 1.7 micrometers, minimum 640 x 512 pixel resolution, integrated thermoelectric cooling, frame rates of 100 fps or higher, and external hardware triggers with adjustable integration times for laser synchronization. Each system must include two SWIR-optimized C-Mount lenses (50mm and 100mm) and four premium bandpass optical filters (two tuned to 1064 nm and two tuned to 1570 nm). Deliverables include modern GigE Vision digital interface, software drivers compatible with Windows 10 and Windows 11, and a robust Software Development Kit supporting C++, C#, and Python. The contract will be Firm-Fixed-Price with FOB Destination delivery to Edwards AFB, California, and includes a standard manufacturer's commercial warranty of minimum 12 months covering hardware defects and sensor calibration.

TECHNICAL SPECIFICATIONS / STATEMENT OF NEED (SON)
412th Test Wing - Edwards AFB, California RAMS SWIR Camera Modernization: Original Requisition Number: F1S0AZ6209A002 Date: 2026-08-05
1.0 BACKGROUND & PURPOSE
The 412th Test Wing Radiometric Analysis and Measurement System (RAMS) section at Edwards AFB requires two (2) modern, digital Short-Wave Infrared (SWIR) camera systems. This equipment is critical for real-time daytime tracking, spatial beam profiling, and absolute radiometric scoring of lasers against high-desert solar backgrounds without sensor saturation ("blooming"). To support this mission, the systems must meet the minimum brand-agnostic salient characteristics detailed below.
2.0 MINIMUM SALIENT CHARACTERISTICS (CAMERA SYSTEM)
The proposed SWIR camera systems must meet or exceed the following technical requirements:
· 2.1 Sensor Material & Spectral Range: Indium Gallium Arsenide (InGaAs) focal plane array, sensitive from 0.9 µm to 1.7 µm (SWIR band).
· 2.2 Resolution: Minimum 640 x 512 pixels (standard VGA).
· 2.3 Active Cooling: Integrated active Thermo-Electric Cooling (TEC) to stabilize sensor temperature during extended outdoor trials and prevent dark-current noise in high-ambient desert environments.
· 2.4 High Frame Rates: 100 frames per second (fps) or higher at full resolution to capture transient target thermal signatures.
· 2.5 Integration & Synchronization: Must include external hardware triggers (Sync In/Out or GPIO) and manually adjustable integration times to allow for precise laser synchronization.
3.0 OPTICAL LENSES & FILTERS
The camera systems must be delivered with the following compatible optical components:
· 3.1 SWIR Lenses:
· One (1) 50mm SWIR-optimized C-Mount lens per camera (Total: 2).
· One (1) 100mm SWIR-optimized C-Mount lens per camera (Total: 2).
· 3.2 Optical Bandpass Filters:
· Two (2) Premium bandpass filters tuned to 1064 nm (CWL: 1064nm ± 2nm, FWHM: 10nm) with associated C-mount retaining rings and spacers.
· Two (2) Premium bandpass filters tuned to 1570 nm (CWL: 1570nm ± 2.4nm, FWHM: 12nm) with associated C-mount retaining rings and spacers.
4.0 SOFTWARE & DATA INTERFACE
Software and drivers are considered integral to the hardware and shall be included in the total system price.
· 4.1 Data Interface: Modern digital output utilizing a standard GigE Vision interface.
· 4.2 Operating System Compatibility: All provided software and drivers must be fully compatible with a standard Windows 10 and Windows 11 operating environment.
· 4.3 Software Development Kit (SDK): The system must include a robust SDK supporting C++, C#, and/or Python for seamless mobile RAMS van integration.
5.0 DELIVERY, LOGISTICS, & WARRANTY
· 5.1 Delivery Terms: FOB Destination.
· 5.2 Delivery Location: Edwards AFB, CA [Insert DoDAAC/exact address here].
· 5.3 Commercial Warranty: The contractor shall provide the standard manufacturer’s commercial warranty (minimum 12 months) covering hardware defects and sensor calibration.
