About this opportunity

The U.S. Army Garrison Hawaii is procuring concrete barrier mobilization, emplacement, and de-mobilization services for the 4th of July Independence Day Celebration at Schofield Barracks, Hawaii. The Department of the Army Materiel Command Army Contracting Command seeks a contractor to move 130 concrete barriers from the Logistics Readiness Center on Higgins Road to staging areas, position them to close roads by 1400 hours on July 4th, and return them by July 11th. Contractors must provide appropriate equipment including a forklift capable of lifting over 1,000 pounds and a flatbed truck able to transport 10 barriers, while meeting strict anti-terrorism and operational security protocols including AT Level I training and background checks. The solicitation will be evaluated based on price and the contractor's demonstrated capability to perform the barrier movement tasks as specified in the Performance Work Statement. Questions were due by June 16, 2025 at 12:00 pm Hawaii Standard Time, with quotations due by June 18, 2025 at 3:00 pm Hawaii Standard Time via email to the contracting officer.

This opportunity is designated as a 100% small business set-aside under NAICS code 488490 (Site preparation contractors) with a size standard of $18 million, and the solicitation documents indicate it is also specifically set aside for Women-Owned Small Business (WOSB). No incumbent contractor is identified in the available documentation. The total award amount is listed as $18 million, though this appears to be the maximum contract value rather than the expected award amount for this specific requirement. The contract involves moving 130 concrete barriers with a performance period that was amended from June 20-July 11, 2025 to June 24-July 11, 2025. All work will be performed at Schofield Barracks, Hawaii, supporting an Independence Day event that historically attracts over 25,000 Department of Defense and non-DoD personnel at Weyand Field.
