About this opportunity

The Department of the Army Materiel Command Army Contracting Command is seeking concrete barrier mobilization, emplacement, and de-mobilization services for the 4th of July Independence Day Celebration at Schofield Barracks, Hawaii. The contractor will be responsible for moving 130 concrete barriers from Higgins Road to Weyand Field, providing installation support for an event that historically attracts over 25,000 Department of Defense and non-DoD personnel. Contractors must provide their own equipment including a forklift capable of lifting over 1,000 pounds and a flatbed truck capable of transporting 10 barriers, while also completing Anti-Terrorism Level I training and participating in the Automated Installation Entry Program. This pre-solicitation notice indicates that the actual Request for Quote will be posted on or about June 11, 2025, with responses due shortly thereafter. The government intends to award a Firm Fixed Price contract under NAICS code 238910 (Site Preparation Contractors) with a size standard of $19 million.

This procurement is set aside 100% for small businesses, ensuring that only qualifying small business contractors can compete for the award. The estimated period of performance spans from June 27, 2025, through July 14, 2025, covering the setup, event execution, and cleanup phases of the Independence Day celebration. No incumbent contractor or current service provider is mentioned in the documentation, suggesting this may be a new requirement or that the government is seeking fresh competition. All prospective vendors must maintain a Unique Entity ID and active registration in the System for Award Management at sam.gov to be eligible for consideration. The contract structure will be non-personal services, meaning the government will not exercise supervision or control over the contractor's personnel, with the contractor being solely responsible for managing their workforce and meeting the performance standards outlined in the Performance Work Statement.
