Description:
CONTRACT INFORMATION: The Huntington District Corps of Engineers intends to procure an Indefinite Delivery Indefinite Quantity (IDIQ) contract for mowing and maintenance services for Sutton Lake for the U.S. Army Corps of Engineers, Huntington District. The Performance will be a base period of seven (7) months with four (4) additional one-year option periods. The contract will be a Firm Fixed Price, Commercial Service type contract with a not-to- exceed amount of $1,000,000.00 over the entire contract period. The contract will be awarded to the offeror whose quote conforms to the solicitation and is within a technical/price competitive range, if established, as determined by the contracting officer and has been evaluated as the most advantageous to the Government, all factors considered.
All responsive quotes will be evaluated utilizing the following technical factors: (A) Management Plan, (B) Quality Control Program, (C) Past Performance, Factor (D) Equipment (E) Safety Program, Factor (F) Cost/Price. Factors A and B are of equal importance. The remaining factors (C, D, E and F) are listed in descending order of importance with Factors A and B being significantly more important than factors C, D, E and F. All non-priced factors, when combined, are more important than price. Thus, price is not expected to be the controlling factor in the selection of the Contractor for this solicitation.
Solicitation documents will be available on or about February 6, 2024, online at https://www.piee.eb.mil. To be eligible for contract award, an Offeror must be registered in the System for Award Management (SAM). Register via the SAM website at https://www.sam.gov. Questions may be submitted to Drake Kinzel at Robert.D.Kinzel@usace.army.mil. A NAICS Code of 561730 has been established for this solicitation. The size standard is $9,500,000 in average annual receipts. This procurement is 100% Small Business set-aside.

Single Award Task Order Contract (SATOC) for Mowing and Maintenance Services at Sutton Lake, Sutton, WV. This action will be awarded on a Best Value Trade-Off (BVTO) method in accordance with FAR Parts 12 and 13. This acquisition is for a base period of seven(7) months and four (4) option periods. The base period is one (1) year and all option periods are one (1) year each. FAR 52.217-8, "Option to Extend Services," is included. The rates to be used during the continued performance of any services will be the rates in effect at the time of the extension.
