About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Tinker Air Force Base is conducting market research to identify potential contractors capable of providing comprehensive sustainment services for Resonant Sciences Adaptable Zonal Radar (RAZR) systems. The procured services will include preventative and corrective maintenance, on-site support, parts procurement, software and hardware upgrades, annual calibration, troubleshooting and repair of electrical and electronic components, and maintenance of three enclosed trailers housing the systems. Interested contractors must demonstrate expertise, capabilities, and relevant experience through written responses submitted via email to Contracting Officer Kyley P. Walker by the February 19, 2026 deadline. The Government seeks evidence of contractors' ability to manage all necessary personnel, tools, supplies, equipment, training, and labor for comprehensive radar system sustainment, along with rapid solution-based engineering and technical order management support. Key qualifications include business information documentation, CAGE code registration, small business certifications where applicable, documented past contract experience, capabilities for handling controlled unclassified information (CUI), and experience sustaining technical orders with identified software systems. The evaluation will assess contractors' technical capabilities, past performance, and ability to support eight RAZR systems distributed across three Air Force installations.
This Pre-Solicitation Notice carries no set-aside designation and encourages participation from both large and small businesses, including joint ventures and teaming arrangements. The Government will provide sustainment support for eight RAZR systems: five units at Whiteman Air Force Base, two at NG site 42 in Palmdale, California, and one at Hill Air Force Base. No specific award value or budget range has been disclosed in this market research phase, and no incumbent contractor is identified. The Government has not yet determined the level of security clearance that will be required for the eventual contract. Importantly, participation in this market research does not guarantee participation in future solicitations or contract awards, and the formal solicitation timeline remains to be announced following the conclusion of this market research period.
