Notice text

THIS PRE-SOLICITATION SYNOPSIS IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM THIS ANNOUNCEMENT. THIS PRE-SOLICITATION SYNOPSIS SUPPLEMENTS THE SOURCES SOUGHT POSTED ON 10 AUGUST 2018 (N00024-18-R-4339).

The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-18-R-4339 for the dismantlement and disposal of the Surface Ship Support Barge (SSSB). The Navy intends to award a Firm-Fixed-Price with Incentive Fee contract for preparing the SSSB for transport, transporting the vessel from the Hampton Roads, Virginia area to the dismantlement site, and completely dismantling and disposing of the SSSB. Additionally, the Navy is establishing a process with the Nuclear Regulatory Commission (NRC) for technical and contractual implementation of NRC regulations governing the disposal of the SSSB.

Potential offerors are required to tour the SSSB in order for a proposal submitted in response to the solicitation to be considered in the evaluation process for award of a contract. The SSSB will be made available for potential offerors to conduct the mandatory tour after the solicitation is released.

Based on the results of the Sources Sought Notice, market research, and the Industry Day conducted on 06 November 2018, the Government has determined the SSSB Dismantlement and Disposal requirement will be procured via full and open competition. The Navy intends to conduct a Pre-Solicitation Industry Day in early July 2019. Additional information regarding the Industry Day will be provided separately.

It is anticipated that the solicitation will be available on the FedBizOpps website at www.fbo.gov in July or August 2019 and will be open for a minimum of 60 days. The anticipated award is targeted for April 2020.

Security Requirements:
The SSSB contains no physical equipment or arrangements that are controlled or classified. As such, NAVSEA expects that the activities supporting completion of this project, including the physical dismantlement work, as well as the preparation of contract proposals, technical work documents, and submittals provided for Government review, do not require specific controls or classification.

However, some of the technical documentation describing the SSSB contains Unclassified Naval Nuclear Propulsion Information (U-NNPI). NNPI is all information, classified or unclassified, concerning the design, arrangement, development, manufacture, testing, operation, administration, training, maintenance, and repair of the propulsion plants of Naval Nuclear Powered ships and prototypes including the associated shipboard and shore-based nuclear support facilities. Sensitive unclassified military technology is protected by several Federal statutes and export control regulations. Naval Nuclear Propulsion technology is subject to these controls. Hence, U-NNPI is protected and subject to these controls. The designation U-NNPI indicates that although the information is unclassified, it is subject to special handling controls, restricted access and distribution (export controls) and marking requirements and is not releasable to the general public without prior approval by the Government.

NAVSEA considers that to fully understand the scope of this project and develop plans for completing the transportation, dismantlement, and disposal requirements of the solicitation, potential offerors with demonstrated eligibility to access U-NNPI should be afforded an opportunity to request and receive Government approval to view the SSSB technical documentation controlled as U-NNPI. Details for requesting approval to visually access and possess U-NNPI in support of responding to the solicitation are included in the Attachment (1) and Attachment (2) of this notice.

Optional Pre-Solicitation Tour of the SSSB:
The SSSB will be made available for an optional tour between 25 June 2019 and 27 June 2019, which is prior to the Pre-Solicitation Industry Day, scheduled for early July 2019. Scheduling of the optional tour shall be arranged through the Contracting Specialist. Potential offerors intending to tour the SSSB shall notify the Contracting Specialist no later than 06 June 2019 to ensure proper arrangements are made. Responses shall include the potential offeror's formal request in writing as described in Attachment (1) and be e-mailed to Ms. Stephanie Little at stephanie.little@navy.mil with the subject line: "Surface Ship Support Barge (SSSB) Optional Pre-Solicitation Tour". Potential offerors and all prospective sub-contractor(s) must have obtained authorization from the Contracting Officer to access U-NNPI via the process described in Attachment (1) prior to conducting the optional SSSB tour. Attachment (3) provides an overview of the requirements to access the Huntington Ingalls Industries - Newport News Shipbuilding (HII-NNS) facility in Newport News, VA where the SSSB is currently located, and to receive dosimetry. Specific information and access request forms will be provided to potential offerors upon submission of the request provided to the Contracting Specialist described above.

Note: Dosimetry will not be authorized for the optional tour. The optional tour will be of areas which do not require radiological dosimetry, i.e. will not be in radiation areas. The water pool and equipment will be able to be viewed from one side and one end. Also, some office working areas and a below deck space above the pump room will be available. The entire underwater hull can be viewed from the dry dock floor and the top side exterior will be available for viewing.
