About this opportunity
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, FL intends to procure comprehensive training systems development services to support U.S. Navy operational readiness across multiple surface and undersea program offices. The procurement encompasses six primary areas: training requirement analysis and design, curriculum and courseware development, curriculum maintenance, legacy curriculum format conversion, development of new training devices, and modifications of existing training devices. This effort will support various Navy Program Offices including PMS 339 Surface Training Systems, PMS-420 Littoral Combat Ship Mission Modules, PMS-300 Navy and Foreign Military Sales Boats and Craft, PMS-317 Landing Craft, PMS-515 Frigate, Surface Warfare School Command, Surface Combat Systems Training Center, and other surface and undersea Navy program offices. Interested companies must demonstrate capabilities to deliver all products under the contract scope and possess personnel with Secret clearance level authorization. The pre-solicitation notice follows a Sources Sought issued on March 24, 2025, with responses due by August 29, 2025.
This opportunity is designated as a Total Small Business set-aside and represents a consolidation of scope from two predecessor contracts: the Surface Training Immersive Gaming and Simulation (STIGS) contract N6134020D0018 and the Surface Navy Training Curriculum Analysis and Modernization (SNATCM) contract N6134021D0015. The Navy anticipates awarding a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a substantial ceiling value of $98.9 million. The contract structure will include a five to six year ordering period, providing extended engagement opportunities for the selected contractor. Individual delivery orders may be issued under various contract vehicles, allowing for flexible procurement approaches based on specific mission requirements. The significant contract value and multi-year duration reflect the Navy's commitment to maintaining comprehensive training capabilities across its surface and undersea communities.
