About this opportunity
The Naval Supply Systems Command issued a Special Notice of its intent to award a sole-source contract to Defense Consulting Service for Navy Installations Command's Law Enforcement Officers Safety Act (LEOSA) credentialing program, with an offer due date of July 17, 2026. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses.
The Navy seeks a no-cost contract to execute a turnkey LEOSA program enabling qualified active-duty, retired, and separated Navy personnel to carry concealed firearms across state lines. The contractor must manage application intake, eligibility screening, background checks, credential production and manufacturing, inventory, and delivery to all eligible applicants within five business days of eligibility determination. Revenue derives solely from application processing fees collected directly from applicants, with no government cost.
The contract runs from August 8, 2026, through August 7, 2027, with four one-year options and a partial final option extending through February 7, 2032. The contractor must staff a Program Manager, Subject Matter Experts in Terminal Systems and SFMIS, and an Administrative Assistant, each holding at minimum an Associate degree and relevant experience. All contractor personnel must be U.S. citizens with current HSPD-12 security clearances. The manufacturing facility must hold ISO 14000, ISO 9001:2000, and NASPO certifications. Credentials require security features including guilloche printing, micro-text, line width modulation, and relief printing, with five-year expiration. The solicitation number is N0018926QW155; contact Jeffrey Poledore at jeffrey.a.poledore.civ@us.navy.mil.
