About this opportunity
ICE, the Department of Homeland Security component, is soliciting quotations under RFQ 70CDCR27Q00000001 for supply and delivery of packaged food products to its Detention Intake Processing Unit in Atlanta, with questions due October 27, 2026 at 12:00 PM ET and quotations due November 5, 2026 at 12:00 PM ET. The procurement is a Total Small Business set-aside, and teaming and subcontracting are not permitted.
Performance is in Atlanta, Georgia (30303). The vendor must maintain a physical business location within a 20-mile radius of 180 Spring Street SW and must be registered in SAM. The requirement covers breakfast, lunch, and dinner seven days per week for 77 detainees per the RFQ and price schedule, while the SOW text reads "up to 72." The contract is firm-fixed-price with a base year and three option years. It is a FAR Part 12 commercial acquisition on the open market, and no GSA Schedule or existing contract vehicle is required. Commercially prepared meals from local independent food-service companies are permitted if they meet all standards.
Each meal period requires a cold turkey-and-cheese sandwich, chips, and water. Meals must provide 2,800 to 3,000 calories daily per detainee, certified by a nutritionist, and comply with NDS, PBNDS, USDA, and HACCP requirements. Hot meals must be held at 140°F and cold meals at 41°F, with temperature logs maintained and each meal type delivered separately in sealed, tamper-proof packaging. Vendors take one daily telephone order covering all three meals, with delivery within two hours of order placement. Deliveries are scheduled between 9:30 a.m. and 3:30 p.m. Monday through Friday, with weekend service on 24-hour notice. Security screening, driver identification, vehicle inspection, and parking requirements apply at the delivery location.
Award is Lowest-Priced Technically Acceptable, without discussions. The technical volume is capped at five pages and must demonstrate capability to meet all SOW requirements. The price volume uses the government template and must price every meal CLIN. Quotations remain valid 30 calendar days after close. Payment is Net 30 through monthly WAWF invoicing and applies only to meals ordered and accepted. Late-delivery penalties apply per terms set by the Contracting Officer. Submissions go to Contract Specialist Ejikeme Ezeala at ejikeme.ezeala@ice.dhs.gov.
