About this opportunity

This Special Notice from the United States Coast Guard Surface Forces Logistics Center announces a sole source contract award to Superior-Lidgerwood-Mundy Corporation for the procurement of carriage winches, sheaves, and a test stand for the USCGC Bertholf. The Notice cites authority under the Federal Acquisition Regulation to permit other than full and open competition due to SLM being the original equipment manufacturer with proprietary technical data for the cutter's small boat launch and recovery system.

The Special Notice seeks one set of replacement Right-Hand and Left-Hand carriage winches to address maintenance needs and renew the mission critical boat handling system aboard the Bertholf during its upcoming dockside availability. Contractors must be able to meet part number, specification, drawing, and quality control requirements as the original equipment manufacturer to ensure design configurations and performance match the original equipment. The solicitation response deadline is August 28, 2020, and SLM will be the only contractor eligible to participate as the proprietary data holder and integrator for the small boat system.

These replacement SLM Right-Hand (RH) and Left-Hand (LH) carriage winches for a WMSL USCGC, specifically for USCGC BERTHOLF, will be installed during their FQ3 FY21 dockside availability. These are OEM parts that will address the maintenance and repair need onboard the BERTHOLF to renew the mission critical boat handling system’s main components.  Superior-Lidgerwood-Mundy Corporation (SLM), located in 302 Grand Ave, Superior, WI 54880 is the OME and the only known source with the proprietary knowledge and technical data to provide these diesel engines to the Government. Therefore, the Government intends to solicit and negotiate with only the OEM under the authority of permitting other than full and open competition is 41 U.S.C. § 1901 implemented by the FAR Subpart 13.501 Simplified Procedures for Certain Commercial Items.

The following are required:

QUANTITY one set of (1) SLM brand Carriage Winches and Sheaves, Part Number:  RH Carriage Winch, P/N: D2-402-0020-S; LH Carriage Winch, P/N: D2-402-0020-P; LH Sheave Assembly, P/N: C2-407-0020; RH Sheave Assembly, P/N: C2-407-0020.

The requirements described herein are considered the minimum necessary and are not intended to replace any procedures, controls, examinations, or tests normally employed by the Contractor to assure the quality of the product.

The Contractor shall provide all equipment, labor and materials to manufacture, test, inspect, preserve, package, pack and mark the part provided within this contract requirement.  The SLM Corporation Carriage Winch Assembly listed above shall be in accordance with the OEM specifications, drawing(s) and data.  The contractor shall use any propriety OEM specifications, drawings and data used to manufacture the OEM parts to the strict tolerances, measurements, and exactness to the original parts and their performances.  Since much of the technical information is propriety, the Contractor would require all the necessary information to replicate OEM standards; therefore it is critical that the OEM is the manufacture of the parts sold in this requirement.  All parts shall be 100% new OEM parts.  Reclaimed, recycled, or aftermarket parts are not acceptable and shall not be used.
