About this opportunity

The National Oceanic and Atmospheric Administration National Marine Fisheries Service seeks reef impact assessments following Super Typhoon Sinlaku in the Commonwealth of Northern Mariana Islands, with quotes due June 5, 2026 at 2:00 PM Hawaii-Aleutian Standard Time (amended to June 12, 2026 at 2:00 PM HAST per Amendment 0001). This procurement is a small business set-aside under NAICS 541990 with a $19.5 million size standard.

Place of performance includes approximately 25 priority sites in nearshore waters off Saipan and Tinian, with at least 10 sites in the Saipan Lagoon and 15 adjacent to beaches and reef flats. Work encompasses field surveys using snorkel and/or SCUBA methods to assess marine debris and coral damage (including listed species), coral stabilization activities at a minimum of five top-priority sites, desktop analysis, data management, and comprehensive reporting. The vendor must develop a priority site list using preexisting survey locations, historical data, key-informant recommendations, and storm severity analysis, coordinated with local managers and resource users.

Performance runs June 15, 2026 through April 30, 2027 (per Amendment 0002, effective June 1, 2026, which replaced the Statement of Work in its entirety). The Government intends to award a firm fixed-price purchase order on an all-or-none basis with Net 30 payment terms. Evaluation weighs technical approach and capability significantly more important than price, followed by past performance (minimum two references from similar contracts within the past two years) and price reasonableness. The PSC code is R499. Acknowledgment of Amendment 0002 is required prior to quote submission.
