About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by NMFS Field Delegates on June 1, 2026. The amendment (0001) modifies solicitation 1333MF26Q0044, originally dated May 28, 2026, and extends the deadline for receipt of quotes to June 12, 2026 at 2:00 P.M. (HAST).

The amendment revises Section I (Background) of the Statement of Work to clarify the methodology for identifying and surveying priority sites for coral damage assessment and stabilization. The vendor will develop a priority site list using preexisting survey locations with historical data, key-informant recommendations, and analysis of storm severity information, coordinated with local managers and resource users. Field methods include snorkel and/or SCUBA surveys via georeferenced free-swims to assess marine debris, damage to coral communities (including listed species), and other storm impacts. The vendor must lead coral stabilization efforts at a minimum of five top-priority sites identified during surveys, with stabilization activities potentially occurring immediately following surveys if emergency intervention is warranted. The period of performance is June 15, 2026 through April 30, 2027. All other terms and conditions of the original solicitation remain unchanged.

The purpose of this amendment is to:

1. Revise I. Background section of the SOW in the COMBINED SYNOPSIS/SOLICITATION (page 3 of paragraph 4) to the following:

The full list of priority sites will be developed through a combination of factors including: preexisting survey locations with historical data, key-informant (i.e., local knowledge) recommendations, and mining of available storm severity information. The final list of sites will be developed through coordination with local managers, and through a quick participatory mapping effort with resource users, as part of the purchase order.

Field methods may include snorkel and/or SCUBA surveys, likely via georeferenced free-swims, that include quantitative information related to the presence of marine debris, damage assessments and stabilizing potential for coral communities (including listed species), and identification of other storm impacts. The full list of field survey methods will also be finalized through coordination with local managers as part of the purchase order. In addition, the Vendor will lead a coral stabilization effort at a minimum of 5 of the top-priority sites identified during the survey process. Stabilization activities may happen following completion of the survey effort, or may be integrated immediately after surveys are completed should the project team agree that emergency stabilization should occur immediately to avoid additional damage to broken and adjacent coral communities.

2. Revise all references to the required date for receipt of quotes to June 12, 2026 at 2:00

P.M. (HAST).

All other terms and conditions remain unchanged.
