This procurement falls under the Software Publishers NAICS code 513210 and PSC category 7D20 for IT and Telecom Service Delivery Management. The CDC's Office of Acquisition Services is utilizing simplified acquisition procedures for this software licensing requirement, with justification for the sole source approach detailed in the attached justification document. The notice explicitly states this is not a request for competitive quotations, and the government retains sole discretion in determining whether to compete the procurement based on any responses received. Any quotations or responses must be submitted via email to the contract specialist at ehu0@cdc.gov by the July 24, 2025 deadline.

This procurement does not include any set-aside designations and identifies CGI Federal, Inc. as the intended sole source contractor for the Sunflower Mobiletrak License. The government has provided technical requirements and sole source justification documentation to support this procurement approach, though specific award values or budget ranges are not disclosed in the pre-solicitation notice. The opportunity is structured as a purchase order acquisition, suggesting a relatively straightforward procurement process for the software licensing needs. The timeline indicates an expedited procurement schedule with only eight days between the posting date of July 16, 2025 and the response deadline of July 24, 2025. Information received from potential vendors will primarily be used to determine whether the government should proceed with competitive procurement procedures instead of the planned sole source award.
