This procurement was an unrestricted, firm-fixed-price IDIQ contract. Place of performance is within Washington, D.C. boundaries, with facilities required to be located within walking distance of public transportation to maintain offender accountability and minimize exposure to inclement weather. The NAICS code is 621420, Outpatient Mental Health and Substance Abuse Centers; PSC code G004, Social Rehabilitation.
The performance period was one-year base with four one-year option periods, plus a potential six-month extension, with an estimated start date of November 1, 2025. Service categories included substance use disorder treatment (treatment planning, intake screening, individual and group counseling, assessments, relationship counseling); mental health services (treatment planning, intake screening, assessments, psychiatric evaluations, crisis interventions, individual counseling, case management, medication monitoring, relationship counseling); and sex offender treatment (intake assessments, treatment planning, intake screening, individual and group counseling). Estimated quantities ranged from 2 to 7,440 units per service item across the contract period.
The government used Lowest Price Technically Acceptable (LPTA) evaluation methodology, weighing staffing (personnel licensure and experience), clinical treatment standards and practices, facility location, facility licensing, and pricing. Contractors required licensed clinicians, evidence-based treatment practices such as Cognitive Behavioral Therapy, data storage exclusively in the United States accessed only by U.S. citizens, and security certifications including SOC 2, ISO 27001, and HIPAA compliance.
Amendment 1 (September 11, 2025) extended the closing date from September 1 to September 22, 2025. Amendment 2 (August 26, 2026) canceled solicitation 15BCTS25R00000005 in its entirety with no contractor selected.
