About this opportunity

The United States Department of Agriculture (USDA) Forest Service has issued a Special Notice for the Seagull Guard Station Bunkhouse Replacement Project located in Superior National Forest, Minnesota. The notice pertains to a project involving the replacement of an existing 6-bedroom, 2,360 square foot bunkhouse that currently serves as housing for wildland firefighters and Forest Service staff during the April through October operational period. This Special Notice is specifically designed for preliminary market research and does not constitute a formal solicitation for proposals or a contract award. The project involves constructing a prefabricated modular residential building in a remote location approximately 50 miles northwest of Grand Marais, Minnesota. The Forest Service is seeking technical insights and industry perspectives on potential construction challenges and efficiencies associated with the project.

The primary objective of this Special Notice is to gather industry input on prefabricated modular construction processes, potential construction challenges, and cost-effective approaches for building in a remote environment. Eligible contractors include Small Businesses, 8(a) firms, HUBZone businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Women-Owned Small Businesses (WOSB). Interested parties must submit responses electronically to Kevin Brown by January 24, 2025, at 11:59 PM EST, including a completed questionnaire, capabilities statement, and SAM Unique Entity Identifier (UEI). The Forest Service explicitly emphasizes that this is a market research initiative only, with no guaranteed contract and no reimbursement for response preparation. Contractors are expected to provide technical recommendations, address potential construction obstacles, and demonstrate their capabilities in modular construction techniques suitable for a challenging, remote forest environment.

Notice text

This is a SPECIAL NOTICE announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. This is not a Solicitation, and no contract shall be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.

The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform service under a contract for the attached synopsis. A Request for Quote (RFQ) solicitation and firm fixed priced contract is contemplated depending upon the responses to this synopsis.

This synopsis summarizes the requirements for the contractor to provide industry perspective and technical recommendations for a prefabricated modular residential building. Because the project site is in a remote location, the intent is to gain industry perspective on potential construction challenges and to mitigate challenges prior to project implementation. By engaging in dialogue with industry, the project team wishes to bridge knowledge with vendors/ contractors to better understand construction efficiencies and cost efficiencies provided by prefabricated modular construction processes. Secondarily, this Special Notice seeks to determine vendor/ contractor parties who may be interested in submitting proposals during contract solicitation (anticipated early 2025)

Please see attached Special Notice documetnt and Questionnaire. All responses and follow on questions shall be submitted electronically to the Contract Specialist, Kevin Brown at kevin.brown2@usda.gov@usda.gov. At minimum responses should include responses to the attached questions as well as a capabilities statement, and a SAM UEI (Unique Entity Identifier).
