About this file

This is a Special Notice document from the USDA Forest Service seeking industry input on a prefabricated modular residential building project at the Seagull Guard Station in Superior National Forest, Minnesota. The project involves replacing an existing 6-bedroom bunkhouse (2,360 sq ft) that serves as housing for wildland firefighters and other Forest Service staff from April through October each year.

The Special Notice requests responses by January 24, 2025 at 11:59 PM EST via email to two Forest Service Contracting Specialists. The project site is located approximately 50 miles northwest of Grand Marais, MN on the Gunflint Trail. The document includes concept plans showing a new bunkhouse with kitchen/dining area, living room, six bedrooms, laundry facilities, and bathrooms. Construction is anticipated to begin in Spring 2025. The Forest Service emphasizes this is for market research only and not a solicitation. They are specifically seeking input on construction challenges related to the remote location and recommendations regarding prefabricated modular construction approaches to improve efficiency and manage costs. The document includes detailed site plans, floor plans, and photos of both the existing site and similar bunkhouse projects for reference.

Purpose of the Special Notice

The primary purpose of this Special Notice is to seek industry perspective and technical recommendations for a prefabricated modular residential building. Because the project site is in a remote location, the intent is to gain industry perspective on potential construction challenges and to mitigate challenges prior to project implementation. By engaging in dialogue with industry, the project team wishes to bridge knowledge with vendors/ contractors to better understand construction efficiencies and cost efficiencies provided by prefabricated modular construction processes.

Secondarily, this Special Notice seeks to determine vendor/ contractor parties who may be interested in submitting proposals during contract solicitation (anticipated early 2025).

Note: This Special Notice is strictly intended for Market Research for project planning. This is not an announcement of contract solicitation and is not to be construed as a commitment by the US Government. Responses will be used solely for Market Research on recommendations for project implementation.

Project Information and Background

The Seagull Guard Station is a remote US Forest Service duty station located in the East Zone of the Superior National Forest. It is on the Gunflint Trail approximately 50 miles northwest of the town of Grand Marais, MN.

Special Notice – Seagull Guard Station Bunkhouse

The guard station provides a critical outpost for Wildland Firefighting operations, typically lasting from April through October each year, as well as for other Forest Service program staff. The site consists of several buildings including a warehouse, a single-family style house, and an existing bunkhouse. The existing bunkhouse is falling into disrepair and will be removed.

With this project, the Forest Service is planning to replace the existing bunkhouse with a new 6-bedroom bunkhouse, approx. 2,360 sq. ft. During the annual operational period, wildland firefighters both work and reside at the Seagull Guard Station site. Outside of the operational period, the facilities are winterized, unheated, and unoccupied. With the existing facility in disrepair, this project aims to provide adequate modern housing to continue to serve the living and working needs of the staff.

Please also refer to the attached sketches and photos for further information on this project.
