About this file

This is a Special Notice Questionnaire form from the USDA Forest Service seeking industry input on the Seagull Guard Station Bunkhouse Replacement Project. The questionnaire requests technical feedback from vendors and contractors regarding construction processes, particularly focusing on prefabricated modular construction options.

The document contains specific technical questions about cost-effective construction processes, foundation types, energy efficiency options, seasonal considerations for winter shutdown, and sprinkler system costs. Responses are due by January 24, 2025, at 11:59 PM EST and must be submitted via email to both Kevin Brown and Clark Bartelt, Forest Service Contracting Specialists. The notice explicitly states this is for market research purposes only and not a solicitation. Respondents must provide company information including NAICS codes and small business status. The questionnaire references multiple exhibits (not shown in the document) that provide additional details about the project location, site conditions, and concept plans.

GENERAL COMMENTS & SUGGESTIONS ABOUT THIS PROJECT:

TECHNICAL QUESTIONS: (Please see the attached Exhibits for reference)

1. Considering the project location, project site, and the current concept plans, what suggestions would you recommend for a more cost-effective construction process?

For example:

a. What modifications to the concept floor plan (Exhibit 3) would better align with a conventional cost-effective modular prefabrication process? What are common rules of thumb for a prefabricated modular design? Are there preferred modular dimensional spacings – such as 2’ spacings or 4” increments? Preferred ceiling and roof heights? Recommended maximum dimensions for the building modules?

b. What would be the preferred number of building modules for transportation to this project site? Are there special transportation or other construction considerations due to the project location (Exhibit 1) and site conditions (Exhibits 2 & 4)? Can you describe your preferred installation method and related requirements, such as staging, equipment, or other? If installing with a crane is preferred, what size?

c. Do you recommend modular prefab over traditional stick-built for this project?

2. Is there a preferred foundation type to be used under a prefabricated modular building?

a. Is a CMU crawlspace with interior posts as seen in Photo #5 (Exhibit 5) acceptable?

b. What is the maximum span between supports?

3. What options for energy efficiency are available with prefabricated modular construction?

a. What MEP systems are typically used and most cost-effective, vs. What options are available for greater energy efficiency? What are average cost differences between the less efficient and more efficient systems?

b. For projects similar in type and size, what are overall average cost differences between conventional and more energy efficient construction?

4. Due to the cold climate region, this building will typically be winterized and shut down for the winter seasons. What issues or special considerations would you recommend for seasonal use and winter shutdown? Considerations for water & plumbing, equipment, finishes, other?

5. For projects similar to this one in type and size, what portion or percentage of project costs would you recommend budgeting for installing an automatic sprinkler system? This project may or may not require a sprinkler system.
