About this opportunity
The Defense Logistics Agency (DLA) Troop Support Indo-Pacific is conducting a Request for Information (RFI) to assess market capabilities for full-service food and beverage support for military and federally funded customers in Brunei. The RFI seeks to gather information from potential vendors about their logistics and food distribution capabilities, specifically focusing on their ability to provide subsistence items through a complex delivery system that includes "skip day delivery" and potential emergency same-day deliveries. The agency is particularly interested in vendors who can comply with the Berry Amendment requirements, which mandate that items be grown, reprocessed, or produced in the United States, while simultaneously providing Local Market Ready (LMR) items and Fresh Fruits and Vegetables (FF&V) from the local Brunei economy. Vendors must respond to a series of detailed questions about their business operations, customer base, warehouse facilities, and supply chain capabilities by 7 AM Korea Standard Time on December 2, 2024. The response will be submitted via email to Jean.Ross@dla.mil and sunghak.choe.kor@dla.mil, with the understanding that the information is purely for market research and does not guarantee future business.
The pre-solicitation notice indicates no specific set-aside designations and does not mention current incumbent contractors. The attached government files reveal an extensive list of 311 food and beverage items that will potentially be required, covering categories such as fresh produce, meats, seafood, dairy, bread, beverages, snacks, and shelf-stable products. The initial ordering period is anticipated to be 12 months, from April 1, 2025, through March 31, 2026, with the government reserving the option to extend the Blanket Purchase Agreement (BPA) for up to five years. Individual purchases are expected to be limited to $150,000 per STORES order unless specifically approved by the Contracting Officer. Vendors must be registered in the System for Award Management (SAM) and have electronic commerce/EDI capabilities to process orders. The government intends to make one or multiple awards based on the lowest aggregate evaluated price among technically acceptable offers, with the critical prerequisite that proposed warehouse facilities must pass a Food Protection Audit by U.S. Army Veterinary Services prior to award.
