About this opportunity
The Defense Logistics Agency Troop Support Subsistence intends to issue a sole-source modification to existing purchase order SP4701-25-P-0064 to Urner Barry Publications, Inc. (doing business as Expana Markets) to upgrade the Expana Internet Database User License from Advanced to Premium for 10 users.
The justification cites Title 10, U.S.C. 2304(e)(1) and FAR 6.302-1, only one responsible source, based on the proprietary nature of the Expana platform and database. DLA states that no authorized resellers exist and that the platform and data are available only from Expana. Market research via sources sought notice yielded three responses—Poplicus Inc (dba Govini), PdcGlobal Ent LLC, and McKinsey & Company Inc.—with only McKinsey determined capable of meeting requirements; however, the upgrade enhances DLA's existing relationship with Expana. The upgrade provides real-time protein pricing, forecasting tools, commodity coverage, and analytical tools to support the Subsistence Prime Vendor Program. The modification covers performance from June 5, 2026 through September 29, 2026 (the remainder of the base year running through September 29, 2026). DLA commits to continued competitive reviews and industry market surveys to support future full and open competition. The original purchase order was awarded September 26, 2025.
Notice text
DLA Troop Support Subsistence requires continued access to a commercial, web‑based food market intelligence platform to support the Subsistence Prime Vendor Program. The platform must provide current item‑level pricing, historical trends, indexes, forecasts, and expert market insights, along with analytical tools to assess pricing shifts and enable timely, data‑driven decisions in a rapidly changing commodity environment.
This action incorporates CLIN 0001 to upgrade the existing Expana Internet Database User License (Advanced – 10 users) to the Premium License – 10 users for performance during the base year. The subscription upgrade enhances capability from Advanced to Premium.
Awarded contract SP4701-25-P-0064 to unknown vendor for unknown amount on 2025-09-26.
