About this file
This is a Justification for Other Than Full and Open Competition (J&A) document issued by the Defense Logistics Agency Contracting Services Office in Philadelphia.
DLA Troop Support Subsistence seeks to issue a sole-source modification to Purchase Order SP4701-25-P-0064, originally awarded to URNER BARRY PUBLICATIONS, INC. (also known as Expana Markets) on September 26, 2025, with a base performance period of September 30, 2025 through September 29, 2026. The modification will upgrade the existing Expana Internet Database User License from Advanced (10 users) to Premium (10 users) and incorporates CLIN 0001 for performance during the base year. The upgrade is necessary to provide DLA with enhanced capabilities including real-time protein pricing, forecasting tools, commodity coverage, and analytical tools to support the Subsistence Prime Vendor Program. The modification value is redacted, with the cost covering the period June 5, 2026 through September 29, 2026. The justification cites Title 10, U.S.C. 2304 (e)(1) and FAR 6.302-1, establishing that only Expana can provide the required brand-name database because no authorized resellers exist and the platform and data are proprietary. Market research conducted via sources sought notice received three responses—Poplicus Inc (dba Govini), PdcGlobal Ent LLC, and McKinsey & Company Inc.—with only McKinsey determined capable of meeting requirements. DLA commits to continued competitive reviews and industry market surveys to support future full and open competition.
