The National Institute of Standards and Technology seeks a subscription to an online research repository providing comprehensive data on U.S. manufacturing industries and emerging technologies, with quotations due August 7, 2026 and questions due July 28, 2026.

This is an unrestricted RFQ under simplified acquisition procedures for commercial items. Place of performance is NIST MEP Headquarters at 100 Bureau Drive, Gaithersburg, Maryland 20899. The NAICS code is 541910, Management, Scientific, and Technical Consulting Services, with a $22.5 million small business size standard.

The subscription must provide minimum ten user site licenses with unique credentials for NIST MEP Headquarters staff, with capability to scale enterprise-wide. The repository must include downloadable industry studies searchable by five-digit NAICS code (or more granular), with functional capability to extract information including graphics, charts, and data tables with complete source attribution. Required data elements include detailed supply chain information, market trends, revenue data, operating strengths and weaknesses, external drivers including technologies and regulations, competitive landscape, and industry profit and cost benchmarks. The contractor must deliver two training sessions for NIST MEP staff, web alerts or RSS feeds on industry updates, and quarterly usage reports by user and NAICS code due by the 5th of the month following each quarter. Offerors must submit sample reports for NAICS codes 3364 (Aerospace Products and Parts Manufacturing) and 33441 (Semiconductor and Other Electronic Component Manufacturing).

The base period runs September 1, 2026 through August 31, 2027 at $45,000, with one one-year option period September 1, 2027 through August 31, 2028 at $50,000. These government estimates represent market research only and are not a not-to-exceed budget. Award will use best value selection, with technical evaluation factors combined significantly more important than price. Technical evaluation includes Section 508/EIT accessibility compliance verified through VPAT documentation, data-sharing capabilities with MEP Centers, and RSS feed frequency and content. The incumbent contractor was IBISworld under contract 1333ND20PNB480368, which expired July 6, 2025. Offerors must be active in SAM and hold prices firm for 90 days from the quotation due date.
