About this opportunity

The National Institute of Standards and Technology (NIST) seeks subscription access to a market research database serving its Research Library and Museum community of approximately 3,000 scientists and researchers across Gaithersburg, MD and Boulder, CO, with proposals due August 14, 2026. This is an unrestricted procurement using NAICS code 519219 (Libraries and Archives) with a small business size standard of $21 million.

The database must provide web-based, full-text searchable access to current and annually updated market reports and industry statistics covering 20+ technology and science-oriented sectors, including aerospace and defense, artificial intelligence, biotechnology, cybersecurity, nanotechnology, quantum computing, and semiconductors. Content must cover United States and global market data with current and future-year economic projections. Minimum requirements include web access for five users with enterprise-wide licensing option, publicly available report listings, downloadable PDF and shareable formats, downloadable tables and figures, usage statistics, expert-authored content with transparent methodology documentation, and 24/7 technical support and training. The database must demonstrate Section 508 accessibility compliance and provide full-text searchable reports within one hour of demonstration.

The period of performance runs from September 30, 2026 through September 29, 2029, consisting of one base year and two optional one-year periods. Subscription access must be delivered within three business days of award. Payment terms are Net 30 days upon receipt and acceptance of proper invoices. The procurement is single firm fixed-price. Evaluation emphasizes non-price factors: video presentation-demonstration ranks paramount, followed by technical capabilities of the web platform, then reports, with price as a potential tiebreaker. Questions are due July 25 at 11:00 AM ET. Live demonstrations are scheduled beginning August 10.
