About this file
This is a Request for Quote (RFQ) for subscription access to a market research database to support the NIST Research Library's information services to approximately 3,000 scientists and researchers across NIST's Gaithersburg, MD and Boulder, CO locations. The RFQ (Number 1333ND26QNB130392) is unrestricted and issued by the Department of Commerce National Institute of Standards and Technology under NAICS code 519219 (Libraries and Archives), with a small business size standard of $21 million. The Government seeks a single firm fixed-price award for three line items covering subscription access for three consecutive one-year periods: base period September 30, 2026; option period September 30, 2027 through September 29, 2028; and option period September 30, 2028 through September 29, 2029.
Quotations must be submitted via email to rene.edwards@nist.gov by July 31, 2026 at 11:00 AM ET in three volumes: Business and Terms and Conditions (Volume I), Technical Quotation not exceeding 10 single-sided pages (Volume II), and Price Quotation in Microsoft Excel or searchable PDF format (Volume III). The evaluation emphasizes non-price factors, with Video Presentation-Demonstration ranked paramount, followed by Technical Capabilities of the Web Platform, then Reports, with price as a potential tiebreaker. Vendors must demonstrate Section 508 accessibility compliance, present their scientific-technology web platform with specific market data capabilities in radiopharmaceuticals (SPECT, PET procedures; RA-223, Lu-177, Y-90 isotopes) and forensics (human identification), provide full-text searchable reports within one hour of demonstration completion, describe source quality and AI utilization methodology, and clarify policies regarding unlimited downloads and sharing of reports to internal NIST staff without monthly or annual download limits. All quoters must maintain active registration in the System for Award Management (SAM.gov) and submit quotations with appropriate page numbering, formatting (12-point Times New Roman font, one-inch margins), and required representations and certifications. Questions must be received by July 25, 2026 at 11:00 AM ET, and live demonstrations are scheduled for the second week of August beginning August 10th.

Non-price factors are listed in descending order of importance demonstration, technical capabilities of the web platform and data output and reports. The non-price factors, when combined, are significantly more important than price.
