About this opportunity

The Department of Justice Bureau of Prisons is seeking a contractor to provide community-based outpatient substance use disorder and mental health treatment services for male and female Adults in Custody (AICs) in Little Rock, Arkansas. Services must be delivered to individuals in community placement at Residential Reentry Centers, home confinement, Federal Location Monitoring, or Day Reporting Centers within a six-mile radius of Little Rock City Hall and within half a mile of a bus stop. All treatment services must be provided by clinicians holding professional licenses to practice independently without supervision in Arkansas. The Bureau anticipates awarding a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with detailed service units and guaranteed minimums and estimated maximums for both substance use and mental health treatment categories. Service volumes are substantial, with substance use disorder individual counseling ranging from 100 to 4,800 units annually and group counseling from 360 to 6,000 units, while mental health individual counseling ranges from 240 to 2,000 units annually. The Federal Bureau of Prisons, CTS Contracting Office, Washington, D.C. is seeking a contractor to provide community-based outpatient substance use disorder and mental health treatment services to male and female Adults in Custody (AICs) in community placement residing in a Residential Reentry Center (RRC), on home confinement, or on Federal Location Monitoring or, if applicable, reporting to a Day Reporting Center, in Little Rock, Arkansas.

All treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the state of Arkansas.

Services will be required to be performed within a six (6) mile radius of City of Little Rock City Hall, 500 W. Markham St., Little Rock, AR 72201 and within a half (½) mile to a bus stop.

Performance periods under this contract will be for a one-year base period estimated to begin on January 1, 2026, with four (4) one-year option periods (i.e., Base Year; Option Year One, Option Year Two, Option Year Three, and Option Year Four).
