This requirement is designated as a 100% total small business set-aside under NAICS code 541512 with a size standard of $34 million. The contract structure includes a base period and four option years, with the performance period estimated from August 25, 2025 through August 24, 2030, starting with two software licenses in the base year and incrementally increasing to 10 licenses by the fourth option year. The procurement will support ATF's laboratory expansion by adding two additional client licenses each option year, building upon an estimated $30,000 already invested in analyst training for the current software system. Services will be delivered to ATF Forensic Science Laboratories located in Washington, Maryland and Wichita, Kansas. The contract will be structured as firm fixed price with specific line items for both software upgrades/maintenance and license purchases across the multi-year performance period.
