About this file
This Statement of Work (SOW) details the Bureau of Alcohol, Tobacco, Firearms, and Explosives' (ATF) requirement for STRmix DNA analysis software licenses and upgrades. The procurement covers software version upgrades from 2.6 to 2.11, additional client licenses for the Wichita laboratory location, and a five-year performance period from 08/25/2025 through 08/24/2030. The contract is firm fixed price and includes two software licenses in the base year, increasing to 10 licenses by the fourth option year, with two additional client licenses added each option year to support laboratory expansion.
The SOW specifies detailed software requirements, including resolving DNA mixtures up to five contributors, performing familial searches, using laboratory-specific settings, and supporting various technical capabilities like stutter modeling and likelihood ratio calculations. Key requirements include factory-authorized service engineers, priority technical support, and delivery to ATF Forensic Science Laboratories in Washington, MD and Wichita, KS. The software must provide source code transparency, support court requirements, and enable analysts to critically evaluate statistical analysis results, with an estimated $30,000 already invested in analyst training for the current software.

Statement of Work
Service, Preventive Maintenance, and Support Plan for
STRMix Software Version Upgrades and User License
1. Background: The Bureau of Alcohol, Tobacco, Firearms, and Explosives ATF) is a law enforcement agency within the Department of Justice (DOJ). ATF’s mission is to reduce violent crime and to protect the public. ATF enforces Federal laws and regulations relating to alcohol, tobacco, firearms, explosives, and arson. The Office of Laboratory Services provides analytical and advisory services on matters of a scientific nature in support of ATF’s mission. There are two forensic science laboratories within Laboratory Services which include the Forensic Science Laboratory-Atlanta (FSL-A) and the Forensic Science Laboratory-Washington (FSL-W). Some of the Laboratory Services capabilities are being expanded into the new Wichita location. These capabilities include triage, firearms, latent prints, DNA and firearms training.
2. Scope: This request is for the procurement of STRmix software licenses as well as upgrades for existing software. The proposed purchase order fulfills an ongoing need for genetic analysis software to analyze deoxyribonucleic acid (DNA) samples recovered from crime scenes and reference samples that are compared to those crime scene samples. The expansion of the DNA unit since the original purchase in 2017, has added six analysts and necessitates additional licenses so multiple examiners may analyze data simultaneously. STRmix was validated and approved for use on ATF systems and the laboratory currently uses version 2.6 of this software, but this version is only compatible with Windows 7 computers. The upgrade to the most up to date version is necessary for moving this program to the Amazon Web Services GovCloud, increasing flexibility for DNA Examiners, and allowing data analysis to be conducted remotely by all examiners at their workstations. Additionally, version upgrades add software functionality which will increase the efficiency of DNA casework and the speed of mixture processing. The DNA section is again going through expansion by adding more examiners at the new Wichita lab location. ATF expects to add two (2) new licenses each option year to allow for Wichita lab expansion.
STRMix has undergone an extensive validation by the ATF DNA section to include testing of numerous lab-created mixtures, familial mixtures, casework-style samples, degraded and inhibited samples, testing on each lab chemistry in use by the DNA section, and reference samples. Further, the software is integrated through in-house Microsoft Excel workbooks which provide functionality to the section in utilizing each specific component of a mixture and entering those components into the CODIS DNA database. This validation represents an extensive use of time and resources; converting to a different mixture deconvolution software would be an untenable burden on the casework section.
3. Description of software: The ATF laboratory requires software which makes source code available per court requirements. Additionally, transparency on software calculations is required to train analysts in the statistical analysis performed by the software so they can critically evaluate and testify to results. The ATF DNA section has spent an estimated $30,000 procuring training for analysts on the use of this software. Additional features required include:
• Resolves DNA mixtures of up to five contributors
• Compares reference DNA profiles to single source and mixed DNA profiles
• Carries out familial searches against a database, searching for close relatives of contributors to mixed DNA profiles
• Allows for analyst-determined entry of number of contributors
• Models stutter based on custom lab data
• Calculates likelihood ratios (LR) when comparing reference samples to previously deconvoluted mixtures
• Uses laboratory-specific settings
• Uses the GlobalFiler amplification kit loci
• Allows for import of data produced by GeneMapper IDX software
• Allows for batching of deconvolutions and LR comparisons
• Produces reports with interpretation data for review by analysts
• Performs mixture-to-mixture comparisons either in-software or with supplemental software
• Widely accepted for use in the scientific community
• ISO 9001 certification
