About this opportunity

The Administrative Office of the U.S. Courts seeks a commercial off-the-shelf streaming media hosting, management, and distribution platform (SaaS), with questions due September 8, 2026, and quotations due September 17, 2026. This procurement is unrestricted and not set aside for small business, as the Judiciary operates outside FAR requirements.

Place of performance is Washington, DC. The platform must support on-demand web streaming of recorded audio and video through an integrated content management system with HTML5 accessible players embeddable on court websites, transcoding for adaptive streaming, end-user analytics with reporting, and 24/7/365 accessibility with 99.9% availability excluding scheduled downtime. The system must separate content between the Administrative Office of the U.S. Courts, Federal Judicial Center, and other judiciary units, and enforce two-factor authentication for user accounts.

Current operational requirements include approximately 17 TB storage capacity, 6,000 GB monthly streaming bandwidth, and transcoding resources for 80 hours of monthly new content uploads. The contractor must migrate existing media and metadata from the incumbent provider, provide technical support with 4-8 hour response times based on severity, user training, and documentation. Mandatory capabilities include multiple media upload methods (browser-based, FTP/SFTP, HTTP/HTTPS, Telestream Vantage integration), single and batch transcoding with preview support, comprehensive content management features (upload, search, asset organization, metadata management, publishing workflows, access restrictions), API and developer tools, and HTTPS security compliance with Judiciary IT Standards.

The contract is firm fixed price for a 12-month base year (December 1, 2026 through November 30, 2027) plus six option years and a six-month extension, potentially extending through May 31, 2034. Award is anticipated before December 1, 2026.

Evaluation occurs in two phases. Phase 1 screens for compliance with mandatory requirements. Phase 2 evaluates remaining quotations on three factors weighted equally: Technical Approach (rated high/some/low confidence), Past Performance (rated acceptable/unacceptable/neutral), and Price. Award goes to the responsible quoter offering best value. Quoters advancing past Phase 1 must participate in virtual live product demonstrations via Microsoft Teams, limited to 60 minutes of presentation followed by 30 minutes of government questions, with demonstrations recorded by the government.

NAICS 516210, PSC DK10. All responses must be submitted via email to Kelly_Weidner@ao.uscourts.gov and David_Kelley@ao.uscourts.gov. Quotations remain valid for 180 days from closing.
