About this file

This is a Request for Quote (RFQ) for a commercial off-the-shelf (COTS) media streaming Software-as-a-Service (SaaS) platform issued by the Administrative Office of the United States Courts (AOUSC).

Solicitation Details and Timeline:

RFQ number USCA26Q0172 was issued on July 6, 2026, with questions due by 2:00 PM ET on September 1, 2026, and quotes due by 2:00 PM ET on September 22, 2026. The government anticipates award before December 1, 2026. This is an unrestricted small purchase procurement conducted under Judiciary procedures. The contract will be firm fixed price, with a 12-month base year (December 1, 2026 – November 30, 2027) plus six option years and a six-month extension clause, potentially extending through May 31, 2034.

Services and Requirements:

The contractor must provide a comprehensive media streaming platform to host, manage, and distribute the Federal Judiciary's video and audio content for internal and public viewing. The platform shall support on-demand streaming, integrated content management system (CMS), transcoding, adaptive streaming, analytics, and HTML5 accessible players embeddable on court websites. Current requirements include approximately 17 TB storage capacity, 6,000 GB monthly bandwidth, and transcoding resources for 80 hours of monthly content uploads. The contractor is responsible for migrating existing media and metadata from the incumbent provider, providing 24/7/365 platform monitoring with 99.9% availability, technical support with response times ranging from 4-8 hours depending on issue severity, user training, and documentation. The platform must maintain separation between AOUSC, Federal Judicial Center (FJC), and other federal court units' content while supporting two-factor authentication and integration capabilities with third-party systems via APIs.

Pricing and Evaluation:

Quoters must submit firm fixed pricing per month for the platform and unit rates (per GB or per minute) for storage, bandwidth, and transcoding services across all contract periods using the provided pricing workbook. Evaluation will occur in two phases: Phase 1 screens for compliance with mandatory requirements from the Requirements Checklist; Phase 2 evaluates remaining quotes on three factors—Factor 1 (Technical Approach, rated high/some/low confidence) weighted equally with Factor 2 (Past Performance, rated acceptable/unacceptable/neutral), and Factor 3 (Price). Award will be made to the responsible quoter offering the best value. Quoters must be active in the System for Award Management (SAM) with no exclusions, and authorized resellers must provide signed reseller agreements. The quotation must include a live product demonstration, transition plan, written business volume with technical capabilities, past performance references from three relevant projects within the past three years, and any commercial software agreements or terms requiring review. Quotes remain valid for 180 days from closing.

1.0 General Information

1.1 OBJECTIVES/PURPOSE

The objective of this contract is for a streaming media platform that provides hosting, management, and distribution of media. This contract is managed by the Administrative Office of the US Courts (AOUSC) and shared with the Federal Judicial Center (FJC), and other federal Judiciary units. This streaming platform shall support the distribution video-on-demand (VOD) programming.

1.2 BACKGROUND

A. The Federal Judiciary is the third Branch of the U.S. government and is composed of federal courts throughout the United States, including the U.S. Supreme Court, U.S. courts of appeals, U.S. district courts, and U.S. bankruptcy courts.

The federal probation system, pretrial services program, and federal defenders' program are also nationwide elements of the federal Judiciary.

B. The AOUSC is the administrative arm of the federal Judiciary. Its primary mission is to serve and support the federal courts. The AOUSC is a unique entity in government. Neither the Executive Branch nor the Legislative Branch has any one comparable organization that provides the broad range of services and functions that the AO does for the Judicial Branch. The agency's lawyers, public administrators, accountants, systems engineers, analysts, architects, statisticians, and other staff provide a broad array of professional services to meet the needs of judges and others working in federal courts nationwide.

C. Within the AO’s structure, the Office of Public Affairs (OPA) is composed of broadcast, print, and web content developers who support the federal Judiciary’s comprehensive internal and external communications programs. These services are essential to the Judiciary’s daily operations and impact the public’s perception and interaction with the federal courts. OPA also is responsible for creating video programs that support the Judiciary’s education and training requirements for its workforce. OPAF’s Video Production Services (VPS) branch supports this service with a wide variety of short- and long-format programs that are distributed worldwide via the Web.

D. VPS’s work consists primarily of news, information, and educational videos and audio-only programming that is distributed over the federal Judiciary’s Data Communications Network (DCN). The Judiciary’s broadcast teams are responsible for the operation and maintenance of all audio and video production studios and equipment that shall be used to create programming. No video or audio production services are required on this contract.

E. The Judiciary’s Wide Area Network and Internet Gateways are managed by the AOUSC’s Department of the Chief Information Officer (DCIO). OPA shall coordinate with other Judiciary stakeholders during the implementation process and day-to-day operations.

1.3 SCOPE OF WORK

A. The scope of work for this contract is to provide a media streaming platform that quickly and effectively distributes and manages the Federal Judiciary’s extensive media library for internal and public viewing. The platform shall host and make available for on-demand streaming recorded audio and video.

B. The platform shall provide a structure that will be used by the AOUSC, Federal Judicial Center (FJC), and federal court units but maintains separation between the groups content.

C. Administrative and technical support is required to ensure that all associated hosting services and are always functioning optimally. The contractor shall provide maintenance, recommendations, enhancements, backup/recovery, data integrity and security of servers and supporting components.
