About this opportunity
The 109th Air Wing at Stratton Air National Guard Base is seeking a contractor to provide biannual maintenance for its mass notification system through a firm-fixed price contract with a base year and four option years. The Department of the Army's New York Army National Guard will award the contract to the offeror representing the best value to the government, with evaluation criteria focusing on price and past performance. Contractors must provide proof that their employees are certified by Federal Signal Systems to perform and certify equipment, and must quote on all line items in the solicitation. The contract, identified as W50S8J-25-Q-A015, requires comprehensive maintenance of the existing outdoor mass notification infrastructure, including two Federal Signal giant voice towers and associated control systems. Quotations and questions must be submitted to 109.AW.FAL.MSC.Contracting@us.af.mil by May 19, 2025, with no contract award to be made until appropriated funds become available.
The solicitation is an unrestricted procurement not set aside for small business concerns, targeting electronic and precision equipment repair services under NAICS code 811210. The place of performance will be Schenectady, NY, specifically at Stratton Air National Guard Base, with maintenance work to be conducted between 0730-1500 hours, Monday through Friday, excluding US holidays. Contractors must have personnel with at least three years of experience with comparable mass notification systems and must complete a detailed Federal Signal Preventative Check List-UV during each biannual maintenance visit. While specific budget details are not explicitly stated, the contract requires comprehensive service including all necessary personnel, equipment, and tools, with service records to be submitted within 5 days of work completion. The maintenance will cover an existing system that includes two outdoor giant voice towers, two control centers with RF consolettes, and an AtHoc alert system, with potential repair and maintenance needs as identified in previous inspection reports.
