About this file

This document is a Questions and Answers file for a Mass Notification System Maintenance contract for the 109th Air Wing at Stratton Air National Guard Base. The Q&A provides limited details about the existing mass notification infrastructure, which includes 2 Federal Signal outdoor giant voice towers (located near buildings 32 and 18), 2 control centers with RF consolettes, and an AtHoc alert system for activation. The exact number of Remote Terminal Units (RTUs) and associated speakers across buildings is currently unknown.

The related federal contract opportunity (Solicitation W50S8J-25-Q-A015) is a firm-fixed price contract for biannual mass notification system maintenance, with a base year and four optional years. The Department of the Army's New York Army National Guard intends to award the contract on a best-value basis, evaluating price and past performance. Critically, contractors must provide proof that employees are certified by Federal Signal Systems to perform and certify equipment. The acquisition is unrestricted, requiring quotes on all line items, and no contract will be awarded until appropriated funds are available. Interested parties should submit questions and quotes to 109.AW.FAL.MSC.Contracting@us.af.mil.
