This announcement is also being solicited through a mandatory department of Homeland Security Strategic Source vehicle; however, if open market pricing is less, an exception permits award to an open market source. This announcement constitutes the only Federal Business Opportunities; offers are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) WX00341Y2017T (DC) is for the FEMA Strategic Network (STRATNET) Base Station Installation as defined in the attached Statement of Work.

It is anticipated that a firm-fixed-price purchase order will be awarded.


The Period of Performance will be 60 days from the date of award.


The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-94, 2005-95, effective 01/19/2017. One award will result from this solicitation via the issuance of a purchase order for commercial items, applies to this acquisition. The provision at FAR 52.212-2, Evaluation-commercial items, applies to this acquisition.


Basis of Award:


Selection will be based on a lowest cost technically acceptable determination. In order to be considered technically acceptable, the contractor must demonstrate previous experience completing work similar to that outlined in the SOW. Offerors should submit a list of similar work in scope and complexity performed in the last three years.


Brand name or equivalent material is allowed to any material specified in the attached SOW, that the Contractor is to provide. Requests of equivalent material must be submitted with your proposal and should include any documentation that shows that the equivalent material is equal or better than the original. Final determination of equivalent or better will be made by Government.


Offerors shall submit a Firm Fixed Price Quote to include all costs all costs associated with the project (to be detailed in a cost breakdown) to include materials, equipment, equipment rental and labor. Submit proposed pricing for travel, per diem costs, lodging and any other expenses required to complete the work efforts to be paid as a Cost Reimbursable item. It will be the successful contractor's responsibility to provide supporting documentation to justify and all travel costs invoiced


All travel and per diem costs are reimbursable to the limits specified in the current Federal Travel Regulations. The 2017 GSA per diem rates for this location is $311.00/day.


Price proposals will be evaluated for price realism and reasonableness.

FAR 52.212-5, Contract Terms and Conditions Required to Implement States or Executive Orders-Commercial items, applies to this acquisition and the following additional FAR clauses apply: 52.204-10, 52.217-8, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232-33.


A site visit will be conducted 02/07/2017, offerors wishing to attend the site visit MUST provide notification of your intent to attend to Mr. Crouch at Thomas.crouch@fema.dhs.gov or 9:00 AM/EST on 02/03/2017. Contractors should arrive at 2:00pm at Joint Base Anacostia-Bolling. Coast Guard Electronic Support Detachment personal will escort all personal on to the base. Each visitor must have a valid form of identification either state or Government. Proof of insurance and registration is required to drive an automobile on the base. Contractors will also need to fill out a security form upon arrival (See the attached Department of the Navy Local Population ID Card/Base Access Pass Registration). In order to speed up the process please fill out the form and bring with you to the site visit. Policy for Joint Base Anacositia-bolling base is listed below.


Personnel requesting escorted status (guest with sponsor) for one time visits must be with their organizational/residential sponsor at all times while on the installation, to include housing and primary gathering areas (i.e. Exchange, mini-mart, banks, commissary, food court, Burger King, etc.). Visitor(s) to be issued a JBAB Visitor Pass after proper vetting (with Sponsor present at JVC) for the duration of the visit to allow operating their own vehicle on the installation, not to exceed a 24 hour period or next calendar day only.
