U.S. COAST GUARD STATION WASHINGTON

STATEMENT OF WORK (SOW)

October 26, 2016

LOCATION:

U.S. Coast Guard Station Washington Building 91, Joint Base Anacostia-Bolling 2020 MacDill Blvd Washington, DC 20032

GENERAL:

Installation of one dual-band Ultra High/Very High Frequency (UHF/VHF) radio frequency (RF) base station radio to include two antennas and feed lines with grounding and lightning protection. The antennas shall be mounted on the tower next to the building. The feed lines shall be installed with the existing feed lines into the space where the radio will be installed. The radio shall be installed in the same manner as the other radios in the command center.

The Contractor shall provide all labor, personnel, equipment, and tools, along with any materials and supplies required for the completion of this contract.

Work shall be performed within normal business hours, 0800 to 1600 site local time, Monday through Friday, unless other arrangements are coordinated with the location representatives and approved by the COR.

Brand Name or equivalent material is allowed, to any material specified in this SOW that the Contractor is to provide. However, no deviation or substitution of materials specified shall occur without prior approval of the COR. Requests of substitution will be submitted to the COR and will include documentation supporting the need for the substitution along with documentation showing the proposed substitution is equal to or better than the original.

Possession of all equipment and supplies installed in this contract shall be transferred to and become the property of FEMA at the time of final acceptance. The Contractor shall provide written documentation listing all property information (make, model, serial number, etc.) to the COR for all Contractor-purchased and -supplied equipment. The Contractor shall ensure that FEMA is the customer of record for all equipment for future manufacture customer service, warranties and repairs.

SCOPE OF WORK:

1. Installed one Telewave Fiberglass Collinear Antenna, ANT400F2, 360-455 MHz, 2.5 dBd on 3-foot side arm. The exact antenna location on the tower is to be determined and pointed out during the on-site survey and pre-proposal meeting.

2. Install one Telewave Fiberglass Collinear Antenna, ANT150F2, 148-174 MHz, 2.5 dBd on 3-foot side arm. The exact antenna location on the tower is to be determined and pointed out during the on-site survey and pre-proposal meeting.

3. Install one AVA 5-50 transmission line between the UHF antenna location and the polyphaser.

4. Install one AVA 5-50 transmission line between the VHF antenna location and the polyphaser.

5. Install two 3-foot FSJ54-50B super flex (SF) jumpers between the UHF and VHF antennas and their respective hard lines.

6. Install two grounding kits on each of the two transmission lines at the following discrete points; one at the antenna end of the hard line where the hard line transitions down the tower and one on each hard line at the base of the tower at the transition point to the conduit.

7. Install 4-inch conduit between the tower and the radio room for housing the transmission line in the same manner as the existing conduit.

8. Provide weatherproofing entry boot around the feed lines at the entry point of the conduit at the tower.

9. Install grounding cables, buss bars, and ground rods to properly ground the feed line, EMP polyphasers, and radios to Motorola R56 grounding standards. Motorola R56 grounding standards shall be adhered to throughout the installation process.

10. Install waterproofing on all connectors, ground kits, and at the feed line entry point on the building.

11. Terminate each transmission line inside the building with a polyphaser IS-NEMP-C2 lightning protection device. The polyphasers shall be properly bonded to the building ground buss system.

12. Install base station radio. The base station radio includes the radio unit, speaker, microphone and power supply; it shall be installed in a similar manner as the existing LMR radios within the command center. Installer will supply all necessary mounts and console mounting plates to match the existing radio console mounting techniques.

13. Radio programing will be completed according to the requirements specified within “Base Station Programing” located in this document.

14. Install one FSJ4-50B SF jumper between the UHF polyphaser and the UHF port on the dual-band radio.

15. Install one FSJ4-50B SF jumper between the VHF polyphaser and the VHF port on the dual-band radio.

16. All RF feed line connections to be accomplished without the use of adapters.

17. Sweep and document each antenna/feed line system. The sweep bandwidth shall equal to or greater than the published antenna bandwidths.

18. Perform and document a Voltage Standing Wave Ratio (VSWR), forward/reverse power test for each programmed test channel. This test shall be performed between each radio antenna port and the installed FSJ4-50B SF feed line.

19. Perform and document a survey of the lightning and grounding system to ensure the Motorola R56 grounding standards are met throughout the completed installation.

U.S. GOVERNMENT-SUPPLIED EQUIPMENT:

No Government equipment, materials, supplies, or consumables will be supplied for this contract.

DELIVERABLES:

1. One fully operational and properly installed dual- band RF base station, with two feed line and antenna systems with lightning protection and grounding throughout that is equal to or exceeds industry standards.

2. Documentation:

The Contractor shall provide:

a. The results of the antenna/feed line sweeps

b. The results of the VSWR, forward/reverse power test for each programmed test channel

c. Pictures of each finished sealed co-ax/hardline connection including the grounding kits

d. As-is installed drawings and pictures (where allowed) of the radio, antennas, feed lines, and grounding to include:

i. Antenna location and direction on the tower

ii. Length and location of feed lines and feed line jumpers

iii. Connector details for each connection in the feed line system

iv. All grounding points and methods supporting the Motorola R56 grounding standards

v. General location of the base station equipment

COMPLETION CRITERIA:

This project will be considered complete when the tasks identified have been completed, tested, and the final documentation has been delivered and accepted by the COR.

ADDITIONAL INFORMATION:

A. Equipment/Safety The Contractor shall:

1. Provide all equipment associated with the entire project, operate in a safe manner, and adhere to all federal, state, and local safety standards

2. If requested, provide training/climbing certificates

B. Contractor Use of the Premises The Contractor shall make every effort to cause a minimum of damage to parking lots, and other paved or unpaved areas, any items that need to be moved during the course of the project, and any areas not included in this SOW. Any damage caused will be repaired at the Contractor’s expense. All Contractor employees must have one form of valid identification with photograph while onsite. This identification must be a Government document, such as a passport or driver’s license.

The Contractor’s access will be via the south gate. Gate personnel will provide entry to the facility. The Contractor will contact the site POC (site POC contact information provided upon contract award) during the entry process to be signed in.

All Contractor vehicles may be subject to inspection at the facility gate prior to entry.

Any vehicles left overnight will need to be coordinated with the site POC prior to arrival onsite.

C. Progress Meetings Progress meetings are not required for this project. The COR or TM may make daily inspections of the work progress.

D. Telephone Telephone service is not available onsite for Contractor use. Contractors may use cellular phone devices onsite. Depending on the cell phone service, reception may or may not be available.

E. Rest Room/Dining Facilities/Trash Removal Services The building common area rest room facilities will be available. The food court at the exchange is available.

F. Photography Prior permission from site security via the site POC will be required before any photos are taken. Site security reserves the right to review and delete any or all pictures taken with any photography devices, including personal cell phones, within the facility.

G. Insurance Requirements The Contractor shall name FEMA and the U.S. Coast Guard as the assignees on the Certificate of Insurance.

H. Delivery Schedule/Period of Performance The period of performance will be 60 days from the date of contract award.
