Notice text

The National Aeronautics and Space Administration (NASA), George C. Marshall Space Flight Center (MSFC) is requesting information from industry regarding an upcoming follow-on acquisition to Strategic Analysis and Communications Support Services (COMMSS) Contract #NNM12AA53C. The current COMMSS contract began on October 1, 2012. COMMSS and its supporting Indefinite Delivery, Indefinite Quantity (IDIQ) task orders are firm-fixed-price (FFP) in nature. To date, the approximate cumulative contract value of the overall COMMSS effort is in excess of $58 million.

The follow-on effort, titled "Strategic Research and Analysis, Communications, and Exhibits Services (SRACES)", will provide MSFC's Office of Strategic Analysis and Communications (OSAC) comprehensive strategic research and analysis, communications, and exhibits services in implementing and maintaining an overarching communication strategy that clearly and consistently communicates NASA's strategic vision and guidance, along with MSFC's goals and business strategy, to both internal and external stakeholders. The SRACES contractor will provide all necessary management, personnel, materials, equipment/supplies, travel, and training (not otherwise provided by the Government) necessary to perform these services.

The requirements of the envisioned SRACES contract are included as:
• SRACES RFI - DRAFT Performance Work Statement (PWS);
• SRACES RFI - DRAFT Mission Services Estimated Annual Banding Levels; and
• SRACES RFI - DRAFT Work Order Management System (WOMS).

The draft SRACES requirements attached to this notice are provided for information purposes only. The scope of the SRACES acquisition may change (i.e., increase or decrease) as NASA continues to assess its requirements.

The Government currently intends to issue a contract with a potential 5-year period of performance. The estimated award date for this contract is mid fiscal year (FY) 2020. This requirement is not considered to be of a commercial type service.

A total set-aside for small business participation is being considered for this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is anticipated to be 541820, Public Relations Agencies/Public Relations Services, with a size standard of $15 million.

NASA is seeking capability statements from all interested parties, to include Large, Small, Small Disadvantaged (SDB), 8(a) Program, Woman-Owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses as well as Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI).

Unless the respondent to this notice specifically requests their information be withheld (as indicated in response #3 on the SRACES RFI Questionnaire), the Government intends to release the name, address, potential interest in this acquisition, and point of contact (POC) information for all respondents via FedBizOpps, for the purpose of assisting businesses interested in potential contractor teaming arrangements in support of FAR 9.6 and 19.202-1(d).

It is not NASA's intent to publicly disclose proprietary information obtained as a result of this RFI. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary" will be kept confidential. For purposes of this RFI, it is requested that respondents do not submit proprietary information.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps (https://www.fbo.gov/). It is the responsibility of each interested party to monitor this site for the release of any synopsis, solicitation, or amendments. The Government intends to review all responses submitted by Industry. This information will not be shared outside the Government and may be used to further refine requirements.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or award any contract on the basis of this notice. This notice is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for any information solicited. No evaluation letters and/or results will be issued to the respondents.

Interested parties having the required specialized capabilities to meet SRACES requirements should complete and submit the SRACES RFI Questionnaire and, at a minimum, succinctly describe the following items in their capability statement response:

• your business's capacity, or potential approach to achieving capacity, to conduct the requirements of SRACES (with capacity referring to matters such as satisfying the magnitude of the tasking, having the necessary specialized experience, and the size of the staff necessary); respondents should cross reference to specific past performance examples, or site specific evidence of how your business would achieve required capacity by the first day of performance

• the identification of the most salient aspect(s) of the SRACES technical requirements (i.e., from either the Performance Work Statement (PWS), Mission Services Estimated Annual Banding Levels, and/or Work Order Management System (WOMS)) the respondent determines as being key in submitting a credible proposal in response to a future SRACES solicitation (for the purpose of evaluation by the Government)

• your business's capabilities to provide a fully functional electronic work order management system (WOMS) that meets all requirements outlined in the "SRACES RFI DRAFT Work Order Management System (WOMS)" attachment to this RFI on the first day of performance of an awarded contract

• the identification of any SRACES technical requirements (i.e., Performance Work Statement (PWS), Mission Services Estimated Annual Banding Levels, Work Order Management System (WOMS)) that are not clear and/or are outside of your business's capabilities, such that it would limit your business's ability from meeting all of the stated SRACES technical requirements (e.g., identify any specific aspects that would prevent your business from fully satisfying all of the SRACES WOMS technical requirements)

Capability statement responses should be no more than seven pages in length, to include the two-page SRACES RFI Questionnaire. A page is defined as one side of a sheet, 8.5" x 11", with one inch margins, and text in 12-point Times New Roman font.

All written responses shall be submitted to James S. Casper, Contracting Officer, at james.s.casper@nasa.gov no later than Friday, May 3, 2019 by 4:00 p.m. Central Time. Oral communications are not acceptable in response to this RFI. Please reference RFI #80MSFC19R0024 in any written communications.
