About this opportunity

The Strategic Capabilities Office (SCO) within the Department of Defense is issuing a Broad Agency Announcement (BAA) to solicit research submissions across five technical areas of interest: autonomous systems, deep learning, cyber, cross-domain kill chains, and non-traditional defense technologies. The purpose is to identify, analyze, and rapidly prototype disruptive applications of new systems, unconventional uses of existing systems, and emerging technologies that can create operational strategic effects within 3-5 years. Evaluation of submissions will focus on overall scientific and technical merit, feasibility, management approach, cost realism, and alignment with SCO's priorities to transition capabilities that enhance U.S. defense. The BAA will remain open through January 2029, with individual calls posted on SAM.gov providing more specific details on research topics and proposal requirements.

This is an unrestricted competition open to small businesses, minority institutions, non-traditional defense contractors, and research institutions. Multiple awards are anticipated, which may include procurement contracts or other transaction agreements for research or prototype projects under 10 U.S.C. 4021-4022. No specific award amounts, quantities, or place of performance details are provided, as the scope will be defined through future individual call solicitations within the broader BAA. The NAICS code is 541715 for physical, engineering, and life sciences R&D, and the PSC is AC12 for national defense applied research services.
