About this file

This document contains questions and answers regarding a Strategic Capabilities Office Broad Agency Announcement soliciting research submissions. The SCO seeks proposals for funding consideration in five technical areas: autonomous systems, deep learning, cross-domain kill chain, cyber operations, and information warfare. Individual calls will provide more specific details within these topics of interest. No submission deadlines, funding amounts, or award dates are currently established. Proposers are advised to check for future calls containing requests for white papers or proposals on specific challenges. FFRDCs may receive awards through interagency agreements. Technical discussions will only occur after a call is issued.

HQ0034-SCO-24-BAA-0001 Amendment 1 Questions and Answers

1) Can you confirm that there are no controlled attachments to the subject BAA in SAM.gov?

A: Confirmed

2) Can you clarify that due dates will be spelled out in separate issued calls?

A: Please refer to BAA Amendment 1 Section IV.B. When a separate call is issued, it will contain due dates.

3) Is there an extension for submitting a proposal?

A: There has not been a request for proposals as of this date. Per BAA Section V, competition will generally consist of a white paper phase, a down-select, a proposal phase, and a final selection decision. A request for a proposal may be issued by invitation after evaluation of a white paper and will contain submission instructions.

4) Can FFRDC receive an award through an interagency agreement?

A: Refer to BAA Amendment 1 Section IV.A.1.a for information on FFRDCs.

5) When will SCO start accepting white papers? When is the submission date?

A: Refer to BAA Amendment 1 Section IV.B. The Government will solicit white paper submissions via individual calls. Unsolicited white paper submissions received outside of an individual call may or may not be reviewed at the sole discretion of the Government.

6) Is there a funding minimum or maximum associated with the BAA?

A. No.

7) Can SCO assist in determining whether an unsolicited proposal is worth the effort?

A. Whether to submit a white paper outside of a call is a business decision by the offeror.

8) Does the language on Page 10 regarding individual calls in one or more of the five technical areas mean that there will be more clarification on topics of interest (than the five listed) via additional calls before industry should submit white papers?

A. The individual topic calls may contain more specific information within the five topics of interest.

9) Are you available for a technical discussion prior to the white paper submission?

A. The Government is not having technical discussions at this time. Once a call for individual topics is posted, technical questions may be submitted to the technical point of contact in BAA Amendment 1 Section I. Questions and answers may be posted via amendment to the BAA.

10) Is there any funding cap for the feasibility study or the optional phase II to develop and demo a prototype?

A. This will be determined on a case-by-case basis.

11) Are technologies in these areas relevant to the cyber topics in the BAA? Would you be able to give some feedback about this?
