About this opportunity
The Department of the Interior Interior Business Center seeks concrete spalling repairs at the Stewart Lee Udall Building in Washington, DC, with proposals due September 11, 2026, at 10:00 AM. This is a total small business set-aside under NAICS 238110 (Poured Concrete Foundation and Structure Contractors) with a $19 million size standard.
Place of performance is 1849 C Street, NW, Washington, DC 20240. The scope includes 14 flush/non-elevated floor-drain perimeter concrete repairs, 20 elevated floor-drain concrete apron/perimeter repairs, and 840 linear feet of garage-floor crack and spall repairs. Contractors must base firm-fixed-price quotations on these quantities and conduct their own site survey to establish specific repair limits. Patching materials must meet 4,000–5,000 psi compressive strength requirements. All work must comply with American Concrete Institute (ACI) and ASTM International standards. Contractors must provide design services and all required documentation prepared and sealed by a licensed Professional Engineer and deliver a detailed inspection report within 21 days of award, a final inspection report with before-and-after photographs, and identification of potential future spalling locations. A minimum one-year warranty applies to repairs. Work is restricted to 8:00 p.m. to 6:00 a.m. on weekdays or weekends, and repaired parking spaces must remain closed for a minimum of 24 hours after completion or longer per repair material manufacturer's curing instructions. All work must be completed within six months of contract award. The solicitation incorporates Davis-Bacon Act requirements and Buy American construction materials provisions. Technical proposals are limited to five pages and must include a tentative project schedule. Award will be made to the lowest price technically acceptable (LPTA) bid. A mandatory site visit is scheduled for August 26, 2026, at 2:00 PM, requiring valid REAL ID. Amendment 0004, posted September 10, addresses 17 vendor questions and extends the closing date to September 11. The Contracting Officer is Mandy Ashmore (mandy_ashmore@ibc.doi.gov, (202) 599-8571).
