1Missing Attachment / Repair LocationsThe Statement of Work states that concrete spalling has been identified within the “designated parking lot areas as described in the attachment.” However, no attachment identifying the designated repair areas appears to have been provided with the solicitation. Please provide the referenced attachment, including the locations of the concrete spalling repairs.No diagrams or attachments identifying specific concrete spalling repair areas are available. Contractors shall conduct their own site survey to identify and assess the areas requiring repair prior to submitting their proposal. See rsponse to Question #2 regarding quantities.
2Repair QuantitiesThe solicitation requires offerors to provide a Firm-Fixed Price for the complete work; however, the solicitation does not appear to provide quantities or dimensions for the existing concrete spalling. Please provide the estimated square footage, dimensions, and/or quantities of concrete repairs to be included in the base bid.The Government's anticipated quantities for the observed repair conditions are as follows:

1. Flush/non-elevated floor-drain perimeter concrete repairs: 14 locations.

2. Elevated floor-dran concrete apron/perimeter repairs: 20 locations.

3. Garage-floor crack/spall: 840 linear feet.

These quantities are provided for bidding purpose to establish a common basis of estimate. Final repair quantities will be determined following the Contractor's post-award inspection.

3Drawings / Existing ConditionsSection B states that the work shall comply with all applicable “specifications, drawings/diagrams,” but no drawings or diagrams appear to have been provided.
Please confirm whether drawings, photographs, condition assessment reports, or other documents identifying the existing conditions and required repair areas are available. If available, please provide them.No diagrams or attachments identifying specific concrete spalling repair areas are available. Contractors shall conduct their own site survey to identify and assess the areas requiring repair prior to submitting their proposal.
4Basis of Firm-Fixed-Price ProposalThe SOW requires the Contractor to perform a site assessment after award to determine the extent of concrete spalling, including locations with exposed or corroded reinforcing steel. Since the actual extent of the repairs will therefore be determined after award, please clarify the quantity and extent of repairs that offerors are to assume when preparing the Firm-Fixed-Price quotation.Offerors shall base their Firm-Fixed-Price quotation on the repair locations and anticipated quantities identified in the solicitation and SOW. The post-award site assessment is intended to confirm the extent of deterioration and establish the specific repair limits within the anticipated scope of work; it does not authorize the Contractor to increase the Firm-Fixed-Price based solely on conditions identified during the assessment. See response to question#2 regarding quantities.
5Unforeseen / Additional Repair QuantitiesPlease clarify how concrete spalling discovered during the post-award inspection that exceeds the quantities or repair areas established for the Firm-Fixed-Price proposal will be handled. Will additional quantities be addressed through a contract modification or other Government-directed change?If the post-award inspection or demolition reveals concrete spalling or other deterioration that materially exceeds the quantities or repair areas established for the Firm-Fixed-Price proposal, the Contractor shall notify the Government and obtain approval prior to performing the additional work. Government-directed additional work will be handled through a contract modification or other appropriate Government-directed change in accordance with the terms of the contract, and authorized additional quantities will be compensated accordingly.
6Repair Depth / Reinforcing SteelPlease provide the anticipated repair depths and clarify the required treatment where reinforcing steel is exposed or corroded. Please also confirm whether replacement or supplemental reinforcing steel is anticipated where existing reinforcing steel has experienced section loss.The required repair depth will be determined in the field based on the extent of unsound or deteriorated concrete encountered during demolition and preparation. The Contractor shall remove loose, spalled, and deteriorated concrete as necessary to reach sound concrete substrate and provide the required repair.

Reinforcing steel repair, replacement, or supplemental reinforcing steel is not anticipated or included in the base scope of work. If reinforcing steel is encountered during demolition or is determined to require repair, the Contractor shall notify the Government and obtain approval prior to performing any additional work. Any Government-authorized additional work will be handled and compensated in accordance with the contract.

7Structural Design RequirementsSection B states that the Contractor shall furnish all required elements, including “design.” Please clarify the extent of design services required for this project and confirm whether repair details, calculations, drawings, and/or documents sealed by a licensed Professional Engineer are required.Yes. The Contractor shall provide the design services necessary to develop the repair details and associated documentation required for the work. Repair details, calculations, drawings, and other applicable design documents shall be prepared and sealed by a licensed Professional Engineer, as required by applicable codes and regulations.
8Technical EvaluationThe solicitation states that quotations will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis; however, the solicitation does not appear to identify the technical submission requirements or the criteria that will be used to determine technical acceptability. Please clarify what technical information offerors are required to submit with their quotations and provide the technical evaluation criteria that will be used to determine acceptability.Offerors are not required to submit a separate technical proposal with their quotations. Technical acceptability will be determined based on the offeror’s compliance with all requirements of the solicitation and SOW, including the ability to perform the required work in accordance with the specified scope, materials, design requirements, schedule, and applicable codes and standards. Quotations that meet the stated solicitation requirements will be considered technically acceptable and will then be evaluated on the basis of lowest price.
9Shift TimesCan you confirm that the project will require off-hour shifts so as not to impose on building operations. What shift times are available to the contractor? The personel conducting the site visit indicated overnight and weekend shifts. Please advise. Thanks, Robert D&A Masonry Inc.The allowable construction work hours are 8:00 p.m. to 6:00 a.m on weekdays or on weekends.
10Existing Garage As-Built DrawingsThe solicitation requires repair of concrete spalling within the existing parking garage; however, the solicitation documents do not include existing structural, architectural, plumbing/drainage, or garage as-built drawings.

During the site visit, multiple floor-drain configurations and previously repaired concrete conditions were observed. Some drains are installed approximately flush with the garage floor, while other drains are elevated above the surrounding floor and incorporated into raised concrete aprons. The existing construction below and immediately surrounding these drains cannot be determined from visual observation.

Request: Please provide available as-built drawings and/or record documents for the parking garage, including structural slab/foundation drawings and garage drainage/plumbing drawings. If as-built documents are unavailable, please confirm that bidders are to base their proposals solely upon observable existing conditions and information contained in the solicitation.Architectural, civil, structural, plumbing, and mechanical drawings from the building modernization are available. Bidders must sign a nondisclosure agreement (NDA) before the drawings can be provided. Please request and submit the signed NDA to obtain access to these documents.
11Anticipated Repair QuantitiesSection C requires the Contractor to perform an inspection following award to determine the extent of concrete spalling, including locations where reinforcing steel is exposed or exhibits corrosion. The resulting inspection report is not due until 21 days after contract award. The solicitation nevertheless requires bidders to provide a firm-fixed-price lump-sum price prior to performing this investigation.

The solicitation does not provide a schedule or approximate quantity of repair locations, square footage of concrete spalling, number of affected drains, or linear footage of floor cracking.

For purposes of establishing a common bidding basis, please provide the Government's approximate anticipated quantities for the following observed repair conditions:

1.Flush/non-elevated floor-drain perimeter concrete repairs – approximate number of locations.
2.Elevated floor-drain concrete apron/perimeter repairs – approximate number of locations.
3.Garage-floor crack/spall repairs – approximate linear footage.
Request: Providing estimated quantities will allow all bidders to price the same anticipated scope and reduce the potential for significant differences in assumptions incorporated into the lump-sum proposals.The Government's anticipated quantities for the observed repair conditions are as follows:

1. Flush/non-elevated floor-dran perimeter concrete repairs: 14 locations.

2. Elevated floor-dran concrete apron/perimeter repairs: 20 locations.

3. garage-floor crack/spall: 840 linear feet.

These quantities are provided for bidding purposed to establish a common basis of estimate. Final repair quantities will be determined following the Contractor's post-award inspection.

12 Request for Unit-Price Bid Structure The solicitation presently requires one firm-fixed-price lump sum under CLIN 00010. The actual repair quantities are not defined and, under Section C, the Contractor is required to determine the extent of the required repairs through an inspection performed after award.

Because the number and extent of repair locations cannot presently be quantified from the solicitation documents, please consider revising the pricing structure to establish estimated quantities and unit prices for the following:

•Unit 1: Flush/non-elevated floor-drain perimeter concrete repair – EA
•Unit 2: Elevated floor-drain concrete apron/perimeter repair – EA
•Unit 3: Garage-floor crack/spall repair – LF

The Government could establish estimated quantities for bid evaluation and compensate the Contractor based upon the actual quantities authorized and completed.

Request: Please confirm whether the solicitation will be amended to replace the undefined lump-sum repair scope with an estimated-quantity/unit-price structure for the three typical repair conditions identified above.

If the Government intends to retain the lump-sum pricing structure, please provide the estimated quantities that bidders are required to use as the common basis for their lump-sum proposals. The solicitation will be amended to establish an estimated-quantity/unit-price structure for the three typical repair conditions identified. The estimated quantities for bidding purposes will be:

1. Flush/non-elevated floor-dran perimeter concrete repairs: 14 locations.

2. Elevated floor-dran concrete apron/perimeter repairs: 20 locations.

3. Garage-floor crack/spall: 840 linear feet.

13 Repair Material Cure and Return-to-Service Requirement During the site visit, bidders were advised that individual repairs are to be started and completed within the same work shift so that the affected parking space can be returned to vehicle use the following working day.

The written SOW requires repair concrete to achieve a compressive strength of at least 4,000–5,000 psi at 28 days and requires the repair material to be compatible with the existing concrete and suitable for the existing environmental conditions. The solicitation does not identify a specific repair product, minimum compressive strength required before opening a repair to vehicular traffic, or a required curing period before traffic loading.

The appropriate return-to-service period is dependent upon the selected cementitious or epoxy repair system, repair depth, ambient temperature, substrate conditions, manufacturer requirements, and the strength required prior to vehicular loading. Requiring vehicular traffic immediately following a single work shift may conflict with the manufacturer's required cure/return-to-service period for the selected repair system.

Request: Please clarify the required minimum curing period before repaired areas may be subjected to vehicular traffic.

Please confirm that repaired parking spaces may remain closed for a minimum of 24 hours after completion of the repair, or longer when required by the approved repair-material manufacturer's written instructions, before being returned to vehicular service.

If the Government requires a shorter return-to-service period, please provide the required maximum number of hours between completion of placement and reopening to vehicular traffic and the minimum required compressive strength that must be achieved before reopening.The Government confirms that repaired parking spaces shall remain closed to vehicular traffic for at least 24 hours after completion of repair placement, or longer if required by the approved repair-material manufacturer’s written curing and return-to-service requirements. This clarification supersedes the site-visit direction requiring reopening the following working day.
14Elevated Floor-Drain Repair ConfigurationDuring the site visit, certain existing floor drains were observed to be elevated above the adjacent garage-floor elevation and surrounded by raised concrete aprons. Other drains are approximately flush with the surrounding garage floor.

The solicitation does not provide details identifying the intended geometry, elevation, reinforcement, repair depth, or underlying construction of the elevated drain conditions.

Request: For elevated floor-drain repairs, please confirm that the Contractor is required to remove deteriorated/existing repair material only to sound substrate and reconstruct the concrete apron to substantially match the existing elevation, configuration, slope, and surface profile.

Please also clarify whether any modification, replacement, adjustment, or relocation of the existing drain body, grate, drain piping, reinforcing steel, structural slab, grade beams, foundations, or other concealed construction is included in the required scope. Confirmed. For elevated floor-drain repairs, the Contractor shall remove deteriorated/existing repair material to sound substrate and reconstruct the concrete apron to substantially match the existing elevation, configuration, slope, and surface profile.

No modification, replacement, adjustment, or relocation of the existing drain body, grate, drain piping, reinforcing steel, structural slab, grade beams, foundations, or other concealed construction is included in the scope of work.

15 Limits of Concrete Removal The SOW requires the Contractor to "excavate loose, spalling concrete and cut into existing concrete to establish an area to be patched." The solicitation does not establish a specified repair depth or define how repair limits will be measured where deterioration extends beyond the initially visible condition.

Request: Please confirm that concrete removal is limited to the removal of existing patch material and/or deteriorated concrete necessary to reach sound concrete substrate.

If sounding, demolition, or surface preparation reveals deterioration extending materially beyond the Government's anticipated repair dimensions or exposes previously concealed conditions requiring additional removal, please clarify how these additional quantities will be authorized and compensated. Confirmed. Concrete removal is limited to the removal of existing patch material and/or deteriorated concrete necessary to expose a sound concrete substrate. Pavement marking restoration is limited to markings affected by the authorized repair work.

If sounding, demolition, or surface preparation reveals deterioration or concealed conditions requiring removal beyond the anticipated repair dimensions, the Contractor shall stop work in the affected area and contact the Government for inspection and approval prior to proceeding with additional removal. Any Government-authorized additional work and quantities will be documented and compensated in accordance with the terms of the contract.

16 Pavement Marking Restoration The SOW requires parking lines to be repainted "where necessary, to match existing." Existing pavement markings pass through or immediately adjacent to some anticipated repair areas.

Request: Please confirm that pavement-marking restoration is limited to markings directly disturbed by the authorized concrete repairs and that the Contractor is not required to restripe complete parking spaces, traffic aisles, garage zones, or other markings outside the limits disturbed by the concrete repair work.

Please also identify the required pavement-marking material/coating system if a specific product or specification is required.Confirmed. Pavement-marking restoration is limited to markings directly disturbed by the authorized concrete repair work. The Contractor is not required to restripe complete parking spaces, traffic aisles, garage zones, or other pavement markings outside the areas directly affected by the concrete repairs.
17Phasing, Parking Closures, and Work HoursThe repair locations are distributed throughout an active parking garage. Successful performance will require temporary closure of individual parking spaces and potentially portions of drive aisles while demolition, preparation, placement, curing, and pavement-marking restoration are performed.

The solicitation requires the Contractor's post-award schedule to identify the repair location, affected parking spaces, and anticipated repair duration but does not establish allowable garage closure areas or specific work hours.

Request: Please provide the allowable construction work hours and identify any restrictions applicable to demolition, chipping, sawcutting, dust-producing work, material placement, or other construction activities.

Please also confirm that the Government will make the required parking spaces and immediately adjacent work areas available to the Contractor for the entire demolition, repair, curing, and return-to-service period required by the approved repair-material manufacturer's written instructions. The allowable construction work hours are 8:00 p.m. to 6:00 a.m on weekdays or on weekends. Construction activities, including demolition, chipping, sawcutting, dust-producing work, material placement, and related repair activities, shall be performed within these hours.

The Government confirms that the required parking spaces and immediately adjacent work areas will be made available to the Contractor for the duration necessary to complete the demolition, repair, curing, and return-to-service activities in accordance with the approved repair-material manufacturer’s written instructions. Parking space closures and repairs shall be phased. The Contractor shall not close all affected parking spaces simultaneously and shall coordinate the phasing and closure schedule with the COR.
