About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks firm fixed-price quotations for five brand-new APX-103 Stepping Motors (NSN 6105-01-495-4060 CX, Part Number 667-60004), with quotations due May 12. This is a sole-source procurement to Northrop Grumman Corporation; no competition is permitted.
The procurement corrects an Anti-Deficiency Act violation. Northrop Grumman substituted new manufactured units for repairs under a prior delivery order in December 2023; those units were paid with repair appropriations in April 2024 and integrated into the supply chain at Robins Air Force Base. This acquisition must fund the units with proper "buy" dollars. Award to Northrop Grumman is the only administratively feasible remedy, as the government has already received and installed the five units. No alternate part numbers, substitutes, or remanufactured units are acceptable; all motors must be new production fully compliant with the original manufacturer's configuration and quality standards.
Place of performance is the United States. Estimated total contract cost is $28,500 ($5,700 per unit). Delivery is required within 30 calendar days to DLA Distribution Warner Robins at Robins Air Force Base, Georgia, FOB Origin basis. The procurement is rated certified for national defense under DPAS with a DO: A7 rating. Offerors must provide unit and total pricing, CAGE Code, UEI, business size classification, and confirmation of technical compliance. Quotations are firm for 60 days. All contractor information systems processing, storing, or transmitting Federal Contract Information or Controlled Unclassified Information must maintain CMMC Level 1 (Self) or higher. The NAICS code is 334511 with a size standard of 1,350 employees. Evaluation considers technical acceptability, price, and delivery lead time. Packaging must comply with MIL-STD-129 Revision R and MIL-STD-2073-1 Revision E, with all wooden materials heat-treated and certified per ISPM No. 15 standards.
