About this opportunity
The Warner Robins Air Logistic Center, operating under the Department of the Air Force Materiel Command Air Force Sustainment Center, intends to procure five new manufactured APX-103 Stepping Motors (NSN 6105-01-495-4060-CX, Part Number 667-60004) through a sole source solicitation. The official Request for Quote (RFQ) FA8539-26-Q-00002 is expected to issue on April 29, 2026, with a pre-solicitation notice deadline of April 28, 2026 for interested parties to submit Statements of Capabilities. Interested parties may communicate their interest and capability directly to the contracting team at Robins Air Force Base, including Contracting Buyer Genell Wright, Contracting Officer Reid Sawyer, or Program Manager Ashley Bowman. No specific evaluation criteria or selection methodology is detailed in this pre-solicitation notice, though the government has indicated there are no restrictions on foreign participation. An Ombudsman has been appointed to address any serious concerns that remain unresolved through established contracting channels.
This procurement carries no set-aside designation and is being pursued on a sole source basis directly with Northrop Grumman Corporation (CAGE Code 8KM63), the incumbent contractor. The estimated total contract value is $28,500, representing $5,700 per unit for the five stepping motors, with a procurement period of one year. This sole source acquisition stems from a corrective action to resolve an Anti-Deficiency Act violation that occurred when Northrop Grumman substituted new manufactured units instead of performing repairs on a previous delivery order without Air Force concurrence; the government must now properly fund these assets with correct "buy" dollars rather than repair appropriations. One of the five units has already been placed in service at Robins Air Force Base Electronics Maintenance Group, while the others remain in the supply chain. The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1).
